LUMCON, a program of the Board of Regents, as a consortium is a statewide academic endeavor to focus and strengthen the effectiveness of foundational marine science needed to address the environmental and socioeconomic challenges facing Louisiana and the nation.

LUMCON has provided unparalleled opportunities in marine science and education to the research community and public alike. Anchored by a first-rate marine laboratory, the DeFelice Marine Center, LUMCON is embedded in Louisiana’s dynamic wetland environment and conveniently located on a gateway to the open waters of the Gulf of Mexico. From this facility, LUMCON operates a world-class fleet of research vessels unmatched in the Gulf of Mexico. In 2023, LUMCON is expanding its programs through the opening of a maritime research and outreach facility in Houma.

Position Overview

This position reports to the Chief Operating Officer/Deputy Director of LUMCON. The Grants Officer works collaboratively with the LUMCON Finance Department and leadership team including the Executive Director/Chief Scientist, Marine Superintendent, Research Faculty, Education staff, and staff of the Barataria-Terrebonne National Estuary Program (BTNEP). Responsible for providing expertise, guidance, and oversight to PIs on each funding source’s fiscal, programmatic, and reporting requirements while maintaining a compliant, audit-ready project. The Grant Officer is responsible for the pre-award planning, organization, and preparation, and the post-award administration of various grants assigned to one or more departments and faculty within LUMCON.

Minimum Qualifications

  • Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, or related field.
  • Minimum one year of general accounting experience or equivalent experience managing grants.
  • Proficient in the use of Microsoft Office.
  • Strong verbal and written communication skills

Ideal Candidate/Preferred Qualifications

  • Experience in state agency, public higher education, and/or federal agency is preferred with a thorough understanding of local, state, and federal funding sources.
  • 3-5 years related experience and/or training in Grant Writing and Grant Management (i.e., budgeting federal funds for programs and activities; annual performance reporting; knowledge of federal and state grant regulations, etc.)
  • Familiarity with submitting and management of grants via research.gov, grants.gov, and other federal grant platforms.
  • Completion of compliance training for Award Management.

Essential Duties

Essential and other important responsibilities and duties may include, but are not limited the following:

  • Serves as the Authorized Organizational Representative for grants submission and reporting.
  • Uses the LaGov system to set-up new grants and performs drawdowns as necessary.
  • Runs Open Grant reports as required, reviews balances, and discusses results with PIs.
  • Provides primary accounting functions for grant administration.
  • Monitors subawards and subrecipients for compliance.
  • Independently manages departmental grant accounts, reconciling all accounts on a monthly basis; manages restricted accounts which includes rebates, program income, and cost sharing.
  • Updates Principal Investigators on available grant funds periodically.
  • Coordinates submissions of quarterly and annual reports for Federal Agencies.
  • Develops and maintains specialized databases and systems for recording and tracking grant proposals, awards, and related statistical information; creates and distributes standard and special reports, studies, summaries, and analyses, as required.
  • Develops and maintains a library of reference documentation, including such information as funding agency requirements and forms, investigator profiles and curriculum vitae, abstracts and reference literature, and other pertinent material.
  • Monitors and coordinates the administration of post-award grants to ensure that budgeting and administrative policies, procedures, and agency requirements are being followed; manages administrative problems and/or budget changes occurring during the awarded granting period.
  • Represents LUMCON during audits and communication with external agencies.
  • Creates, evaluates, and improves policies to reduce LUMCON’s exposure to audit deficiencies.
  • Performs miscellaneous job-related duties as assigned.
