SALARY:: $120,568 Annually (NEGOTIABLE)
(Employees will receive 5% below the negotiated pay rate during their probationary status):

POSITION SUMMARY:
Manages the operations of all pharmacy services within the Oneida Comprehensive Health Division (OCHD). Develops and implements policies and procedures. Responsible for the supervision of the pharmacy staff. Provides direction and advice to health professionals on prescriptions and all pharmacy related activities. Continuation of this position is contingent upon funding allocations.
DUTIES AND RESPONSIBILITIES::
  • Responsible for assisting the Director of Pharmacy with Pharmacy Operations including but not limited to planning, personnel, goals and objectives, evaluation, and coordination of Internal and external resources.
  • Assist with yearly reviews for the hourly Pharmacy Staff and prepare and/or annually review and revise the protocols, policies, and procedures for the pharmacy operations.
  • Help with the planning and implementation of a Pharmacy Quality Improvement program which complies with Accreditation requirements, OCHD Quality Improvement Plan and the OCHD Infection Control Plan.
  • Helps to assure compliance with all requirements for Pharmacy operations as required by Indian Health Services (IHS), all Federal and State laws.
  • Oversees the supervision of Pharmacy personnel when the Director of Pharmacy is on vacation or out of the office.
  • Identify, analyze, and monitor prescribing patterns of all health care providers.
  • Attends the OCHD Pharmacy and Therapeutics Committee if the Director cannot attend the meetings.
  • Develop, modify, and maintain the Oneida Formulary of Drugs as agreed upon by the OCHD Pharmacy and Therapeutics Committee.
  • Counsel patients and/or medical practitioners on drug indications or contraindications, dosage and administration, drug interactions, and side effects; provide other drug and pharmaceutical information as appropriate.
  • Advise medical practitioners on various aspects of prescribing through various forms of verbal and written communication.
  • Assist the Director with the Development and implementation of systems and processes to establish and maintain records for all OCHD Pharmacy Operations.
  • Oversee the acquisition and disbursement of drugs and medications to various offices, clinics, and other sites within OCHD.
  • Provide support with establishing and maintain methods and manner of storage and recordkeeping systems to provide for safekeeping of pharmaceuticals in accordance with applicable laws and regulations.
  • Adhere to all Tribal Personnel Policies and Procedures, Tribal Standard Operating Procedures, and Area and Program Strategic Plans and Policies.
  • Maintain strict department security, confidentiality, and quality to meet professional standards of the department.
  • The above duties and responsibilities are not an all-inclusive list but rather a general representation of the duties and responsibilities associated with this position. The duties and responsibilities will be subject to change based on organizational needs and/or deemed necessary by the supervisor.
PHYSICAL REQUIREMENTS/WORK ENVIRONMENT::
  • Occasionally lift and/or move up to twenty (25) pounds.
  • Work is generally performed in a climate-controlled setting with a moderate noise level.
  • Extended hours and irregular shifts may be required.
  • A Tuberculosis (TB) Screening and/or a 2 step TB Skin Test is required within thirty (30) days of employment.
STANDARD QUALIFICATIONS::
  • Ability to maintain quality, safety, and/or infection control standards.
  • Ability to supervise and train assigned staff.
  • Ability to communicate technical information to non-technical personnel.
  • Ability to relate effectively to patients, patient’s families, other members of the health care team.
  • Ability to communicate effectively both verbally and in writing.
  • Ability to establish and maintain professional relationships with co-workers and all individuals of varying social, cultural, and economic backgrounds.
  • Ability to make solid decisions and exercise independent judgment.
  • Ability to be persuasive and tactful in controversial situations.

  • Complete Oneida Certification on Reporting Child Abuse and Neglect training within ninety (90) days of employment.
  • Knowledge of all OCHD systems necessary to collect, maintain, and analyze data for pharmacy operations.
  • Knowledge of drugs and their indications, contraindications, dosing, side effects, and proper administration.
  • Knowledge of budget management.
  • Knowledge of policies and regulations pertaining to the disbursement of pharmaceutical drugs.
  • Knowledge of clinical operations and procedures.
  • Knowledge of related accreditation and certification requirements.
  • Knowledge of supervisory and leadership techniques.
  • Skill in operating business computers and office machines, including in a Windows environment, specifically Word, Excel, Access, and presentation software (such as PowerPoint).
  • Must complete Health Insurance Portability and Accountability Act (HIPAA) training within thirty (30) days of employment and annually thereafter.
  • Must be CPR and Red Cross First Aide Certified or the ability to obtain within three (3) months of employment. Must maintain CPR and Red Cross First Aide Certification during employment.
  • Must adhere to strict confidentiality in all matters.
  • Must be willing and able to obtain additional education and training. :
  • Must pass a pre-employment drug screening. Must adhere to the Nation’s Drug and Alcohol-Free Workplace Policy during employment.
  • Employees are required to have proof of immunity or dates of two (2) doses of MMR and Varicella prior to starting in any position within the Oneida Comprehensive Health Division. Any refusal of vaccination(s) or failure to provide proof of immunity may disqualify the applicant.
  • Must comply with Caregiver Law and Grant conditions criminal history checks as a condition of employment to include fingerprinting.
  • Must pass a background security check with the Oneida Nation in order to meet the Employment Eligibility Requirements, Tribal/State Compact and/or Oneida Nation Gaming Ordinance as they pertain to the position. A temporary license or Gaming License issued by the Oneida Gaming Commission is required as a condition of employment and continuing employment within the Oneida Nation’s Gaming Division.
  • A valid driver’s license or occupational driver’s license, reliable transportation, and insurance are required. Must obtain a Wisconsin driver’s license or occupational driver’s license within thirty (30) days of employment if applicant has an out-of-state driver’s license. Must be authorized as eligible to operate a Personal vehicle under the Oneida Nation’s Vehicle Driver Certification and Fleet Management Law prior to actual start date. Must maintain driver’s eligibility as a condition of employment.
MINIMUM QUALIFICATIONS::

  • Bachelor’s degree in pharmacy and five (5) years’ experience in pharmacy within a hospital, clinic, and/or retail setting and three (3) years in a management capacity; and/or equivalent combination of education and experience may be considered or a Doctor of Pharmacy (PharmD) and one year of experience in a hospital, clinic, or retail pharmacy setting.
  • License as a Registered Pharmacist by the State of Wisconsin.
