Wage and Investment Return Integrity and Compliance Services
The following are the duties of this position at the full working level.
Plans, organizes, and carries through to completion broad, long-term analytical studies and projects requiring analysis of effectiveness, efficiency, and productivity of substantive, mission-oriented programs.Analyzes program functions and/or areas to discern trends in program delivery. Analyzes overview report data to measure effectiveness in meeting baseline or the degree to which program plans and achievements support strategic initiatives. Serves as the process analysis expert for a program or function.Develops various techniques and methods to assess costs and benefits of alternative programs and to evaluate the effectiveness of current programs.Develops program plans, designs and issues directives and instructions, and develops recommendations to improve the effectiveness of the program segment.Reviews and evaluates the effectiveness of operating procedures, work flow, inter-functional coordination, and organization operation through personal observation, conferences, and of status reports and data. Prepares resulting documents from these reviews, reporting on progress towards achievement of program initiatives. Evaluates the implementation of new procedures affecting the program operations and maintains adequate controls to ensure compliance with procedures and deadlines.Requirements Conditions of EmploymentSTANDARD POSITION DESCRIPTIONS (SPD):

QualificationsFederal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.
You must meet the following requirements by the closing date of this announcement:QUALIFICATION REQUIREMENTS:SPECIALIZED EXPERIENCE: GS-14 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience with administrative laws, policies, regulations, and precedents in administering the Earned Income Tax Credit (EITC); Experience leading major project assignments in EITC that requires a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish complex EITC projects or studies broad in scope and magnitude; Experience with project management principles and processes in managing EITC projects and programs; Experience with oral communication techniques to present findings negotiate solutions to disputed recommendations; Experience with written communication techniques to prepare directives, policy statements, legislative proposals, financial reports and other written guidelines.
Qualifying experience should include:
· Developing, measuring, and reporting EITC return preparer efforts;
· Updating and maintain SharePoint sites and Access databases to manage EITC return preparer data;
· Coordinating and integrating project objectives and recommendations of EITC with multiple functions and levels of a large organization;
· Analyzing data, developing recommendations, measuring results, and communicating effectively both orally and in writing by preparing and presenting reports of EITC projects;
· Experience using various budgeting methods and techniques to prepare analyses and estimate resource needs;
· Utilize project management tools and techniques to plan, schedule, implement, and closeout, evaluate and lead complex technical projects in Earned Income Tax Credit (EITC) projects or studies broad in scope and magnitude.ANDMEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.ANDTIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
