I. JOB OVERVIEW

Job Description Summary:

The Environmental Compliance Inspector is a member of the Utilities, Energy, and Engineering (UEE) Department, part of Facilities Planning, Construction and Management (FPCM) at the George Washington University. Facilities Planning, Construction and Management (FPCM) is comprised of several units that operate and maintain university facilities, including but not limited to providing quality support services for the physical environment of the university, campus planning activities, construction projects, campus development projects, and oversight on building related regulatory matters. The UEE department manages all utilities of the campus including fuel system maintenance, energy and environmental compliance, as well as engineering initiatives.
Reporting to the Environmental Compliance and Regulatory Specialist, the Environmental Compliance Inspector is responsible for supporting the environmental compliance program that includes but not limited to fuel system & air quality compliance by performing weekly/monthly inspections, support fuel system preventive maintenance program and is capable of making repairs as a part of corrective actions.
Additional responsibilities will include, but not limited to:
  • Conducts weekly fuel system compliance inspection, track fuel inventory, Stormwater Management BMP inspections, Erosion and Sediment Control Inspections, air quality emissions monitoring, and HAZMAT surveys and inspections, among others
  • Performs SWPPP and various permit updates, revisions, and maintenance
  • Ensures compliance with applicable regulations in environmental programs such as storm water, air pollution control, and hazardous materials reporting, among others
  • Take corrective actions and perform repairs to address above ground and underground storage tank inspection deficiencies
  • University liaison contractors for regulatory compliance, inspections, and routine maintenance work
  • Prepares, reviews and submits required inspection reports for internal recordkeeping and to regulatory agencies
  • Understands, interprets, explains and applies Federal, State and local laws and regulations applicable to the universities fuel system inventory
  • Collects data, manages documentation, processes report’s and prepares concise summaries
  • Recommends and implements changes to Standard Operating Procedures (SOPs) for fuel systems as a result of regulatory changes and University needs
  • Plans and organizes inspection schedules, preventative maintenance work, fuel deliveries
  • Manage equipment inventory for air compliance and fuel system compliance needs.

Performs other work-related duties as assigned. The omission of specific duties does not preclude leadership from assigning duties that are logically related to this role.

Minimum Qualifications:

Qualified candidates will hold a high school diploma/GED plus 3 years of relevant professional experience, or, a Bachelor’s degree or higher in a relevant area of study. Degree must be conferred by the start date of the position. Degree requirements may be substituted with an equivalent combination of education, training and experience.

Additional Required Licenses/Certifications/Posting Specific Minimum Qualifications:

  • Working experience and knowledge of current Federal Clean Air Act (CAA), Clean Water Act (CWA), Resource Conservation and Recovery Act (RCRA), National Pollutant Discharge Eliminate System (NPDES), and other regulations related to environmental permits and compliance obligations is required.
  • Ability to wear appropriate protective equipment for various environments, some of which are noted below, is required.
  • Demonstrated experience of general maintenance, and both equipment and facility tests and inspections.
  • Lifting: Ability to lift up to 50 pounds, infrequent exertion.
  • Walk extended distances, climb stairs, work on rooftops (sometimes in less than ideal environmental conditions).
  • Noise: Works in conditions with constant or intermittent noise.
  • Temperature/Weather: Works outside frequently with variations of temperature and weather conditions.
  • This position may include periodic to frequent disagreeable working conditions including, but not limited to; dirt, fumes, vibration, heat, cold, dampness, sewage, wastewater solids and hazardous chemicals.

Preferred Qualifications:

  • UST and/or AST inspectors certificate
  • Method 9 visual inspector training
  • 1-2 years of experience with fuel systems and or air quality control regulations is a plus
  • Awareness of DC clean air act and other local regulations related to environmental permits and compliance obligations
  • Good understanding of Oil Spills Prevention and Preparedness (SPCC)
  • Role and procedures of the DC Department of Energy and Environment (DOEE)
  • Experience with Excel, Word, Outlook and PowerPoint
  • Read, understand and explain rules and regulations, assess their impacts, and summarize them into reports
  • Background working with Veeder-Root, Pneumercator, and/or Omntec systems will be highly preferred MDE UST or DOEE UST certifications highly preferred
  • Demonstrated experience of general maintenance, and both equipment and facility tests and inspections
  • Experience maintaining an organized record and filing system

Typical Hiring Range

$22.00 - $30.27
