Department of The Navy is Hiring a PROGRAM ANALYST (CRITICAL INFRASTRUCTURE PROTECTION/COOP) with Security Clearance Near San Diego, CA

Summary You will serve as a PROGRAM ANALYST (CRITICAL INFRASTRUCTURE PROTECTION CONTINUITY OF OPERATIONS) in the Operations and Training Department, Protection Division of MARINE CORPS RECRUIT DEPOT. Duties * You will develop mission essential tasks which identify lists necessary for the installation to accomplish its assigned mission. * You will coordinate with civilian agencies to develop plans for protecting assets not owned by the installation necessary for mission accomplishment. * You will conduct technical analysis of higher headquarter draft policies and strategies required to execute the protection program. * You will develop Risk Decision Packages for Commanding General approval and submission up the chain of command. * You will establish partnerships through collaboration, coordination, and communication between all asset stakeholders and local, state, and federal agencies. * You will develop and provide input to support agreements with local emergency services, specifically addressing COOP-related support agreements. * You will provide subject matter expertise and policy recommendations regarding infrastructure protection program execution in order to protect personnel, infrastructure, and assets. Requirements Conditions of Employment * Must be a US Citizen. * Must be determined suitable for federal employment. * Must participate in the direct deposit pay program. * New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Time-in-grade requirements must be met by the closing date of this announcement. * Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326. * Males born after 12-31-59 must be registered for Selective Service. * You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal. * You will be required to obtain and maintain a current valid United States driver's license. * This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time * You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases. * You will be required to obtain Antiterrorism Level II certification and a service-level MA course certification within one year of employment. * This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector: Managing a Critical Infrastructure Protection program by identifying tasks necessary for an organization to accomplish its assigned mission; identifying infrastructure assets critical to the execution of assigned tasks, capabilities, and core functions; developing plans to protect critical infrastructure assets necessary for mission accomplishment; leading operational planning teams to develop a comprehensive Continuity of Operations plan which enables an organization to continue its primary missions in the wake of a large-scale emergency.
