City Engineer

SUMMARY

Under general direction, plans, manages, and directs the operations and services of the Engineering Services Division; and performs related duties as assigned. This is a senior-level management and Essential Personnel position.

NATURE OF WORK 

Under limited supervision, directs engineering personnel, contractors, develops and outside consultants engaged in studies, drafting, design, document preparation, inspections and permitting of utility and public works projects. Develops and implements related policies, procedures, and standards; prepares and presents to Commission resolutions and ordinances regarding public works and City utilities. Addresses any city-wide development issues as assigned. Performs related work as required. Reports to the Director of Public Works / Utilities.

ILLUSTRATIVE TASKS

Develops and implements goals, objectives, policies, priorities, and operating procedures pertaining to the CIP. Prepares the CIP annual budget and supervises the control and expenditure of CIP appropriations. Recommends projects and project costs. Participates in the grant development process

Works with the Director of Public Works to assure optimum departmental activity in the construction of all City facilities and infrastructure. Plans, organizes, directs, and coordinates capital improvement projects including engineering design, field survey, property acquisition, and construction management for the public infrastructure needs of the community. 

Develops bid specifications. Oversee the administration of all CIP contracts, evaluates contract compliance and ensures contractor performance meet City standards. Prepares and submits reports of CIP activities to the City Manager, keeping him/her fully apprised of pertinent information. 

Participates in meetings, conferences, and training with peers in other agencies as a means of maintaining up-to-date knowledge of trends in the field. Attends local meetings and represents the City to the public on all CIP matters.

Attends City Commission meetings as requested by the City Manager.

Provides in-house engineering services for both CIP projects and other City projects as needed. Directs the conduct of engineering studies that evaluate feasibility of proposed or ongoing projects or methods, or to determine solutions to existing field problems, assembling and evaluating technical data, providing technical leadership and solutions.

Performs inspections of local development projects to ensure they conform to City and County regulations. Oversees implementation of the National Pollution Discharge Elimination System Permit for the City.

Manages and participates in the programs, activities and projects connected with transportation and related engineering. 

Prepares the City’s transportation improvement plan and street system. Provides consultation on and recommends long range transportation plans and related infrastructure. 

Directs and reviews technical reports, plans, structural calculations, and specifications prepared by others for adherence to City standards and accepted engineering practices.

Performs other related duties as assigned

KNOWLEDGES, SKILLS AND ABILITIES

  • Knowledge of APWA accreditation procedures.
  • Knowledge of civil engineering associated with transportation, roadways, buildings/facilities, water, sewer, stormwater, and municipal infrastructure.
  • Comprehensive knowledge of federal, state and local laws, regulations, rules and ordinances related to municipal public works operations.
  • Comprehensive knowledge of public administration principles and practices, including budgeting, fiscal administration, management and long-range planning policies, practices and procedures. 
  • Comprehensive knowledge of civil engineering principles and practices.
  • Skilled at planning, reviewing, and implementing a variety of public works oriented engineering projects.
  • Skilled in analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and implementing recommendations in support of goals.
  • Skilled in researching, evaluating, and using new methods and techniques for operational improvements.
  • Skilled in interpreting oral, written, technical information and data dealing with complex variables to identify, analyze and solve management problems of considerable difficulty.
  • Skilled in using supervisory techniques, and pertinent federal, state and local human resource management rules including the collective bargaining agreements.
  • Skilled in planning, organizing, assigning and coordinating the activities of professional, technical and hourly staff. Skilled in dealing constructively with conflict and responding with tact, composure and courtesy when dealing with individuals who may be experiencing significant stress.
  • Skilled in applying appropriate public relations techniques as situations warrant and in forming cooperative relationships with others who do not have a direct reporting relationship.
  • Skilled in establishing and maintaining effective working relationships with officials, department directors, regulatory agencies, employees and the general public.
  • Skilled in expressing ideas clearly when providing oral and written reports and recommendations on administrative, financial, and technical issues.
  • Ability to establish and maintain effective working relationships with those contacted in the course of work.

EDUCATION

Bachelor’s degree in Civil Engineering 

EXPERIENCE AND TRAINING

Minimum of seven (7) years related experience as a Civil Engineer with responsibility for managing construction projects related to underground infrastructures, road construction, traffic and roadway lighting

Four (4) years supervisory experience or any equivalent combination of training and experience. 

Four (4) years with a Registration as a Professional Engineer (P.E.) by the State of Florida

SPECIAL REQUIREMENTS

A valid State of Florida driver’s license

Must be eligible for certification by the Miami-Dade County Board of Rules and Appeals

Must meet all other licensure requirements set forth by the Miami-Dade County Chapter 8 and the Board of Rules and Appeals

PHYSICAL DEMANDS AND WORKING ENVIRONMENT

Frequently required to see, hear and talk with employees and the public. Frequently required to read and/or present documents, write or use keyboard to communicate through written means. While performing the duties of this job, the employee is regularly required to use hands to finger, handle, or fee and talk or hear. The employee frequently is required to stand; walk; sit; reach with hands and arms; and stoop, kneel, crouch, or crawl. The employee is occasionally required to climb or balance. The employee must regularly lift and/or move up to 10 pounds and occasionally lift and/or move up to 30 pounds. Specific vision abilities required by this job include close vision, color vision, and ability to adjust focus.
