Under the general supervision of the Director of Parks, Recreation and Golf, this position oversees all aspects of assigned processes and projects within the division, including associated administration, collaboration, and consultation. The Park and Recreation Administrative Program Coordinator's primary role is to increase the effectiveness of the Parks, Recreation and Golf Division by advancing assigned projects and priorities producing desired, actionable results. Works closely with Director to implement long- and short-range park and recreation initiatives. Facilitates cross-team collaboration of the division leadership team, while applying organizational skills to drive efficiency and enhance work quality and productivity across the departments. Serves as department CAPRA Accreditation Manager and liaison. Serves as the staff liaison to the Parks, Recreation and Museum Advisory Board. Works closely with other city departments, consultants, and community members to achieve assigned goals and objectives.
JOB SUMMARY
Division Administration
  • Facilitates cohesive Division representation by collecting information from each Department and assimilating into a single response.
  • Proactively communicates potential problems or opportunities and collaborates on identifying and implementing solutions.
  • Monitors, evaluates, and manages contracts, to ensure the delivery contracted services.
  • Prepares routine and special reports as directed by the Parks, Recreation and Golf Director, such as Division Annual Report.
  • Responsible for division paper and digital document archive requirements; organize, and track divisional information; ensure confidentiality and maintain sensitive material.
  • Researches, writes, and manages grant applications, and reporting requirements
  • Responds to public and internal inquiries on relevant topics, proposes solutions as appropriate.
  • Serves as division liaison to the Communications Division, prepares division communication calendar and requests.
  • Oversees division website pages, ensure current and compliance with ADA requirements.
  • Provides centralized coordination of division volunteer opportunities, complementing city's volunteer program.
  • Oversee Drone Application program, ensuring program requirements remain consistent with industry best practices, and proper application processing.
  • Coordinates Memorial Bench and Tree Program.
  • Ensures City of Golden REDI goals and strategies are woven into Parks, Recreation and Golf Division projects, services, and operations.
  • Performs responsibilities of Parks, Recreation and Museums Advisory Board liaison. May facilitate meetings in absence of Director.
  • Serves on committees, as assigned.
Project Management & Administration
  • Prepares RFPs, scope of work, contracts, and similar documents. Facilitates the evaluation of proposals, and bid selection.
  • Monitors project progress, tracks deliverables, and provides progress reports.
  • Reconciles pay apps and processes invoices relevant to assigned responsibilities.
  • Supports, and leads projects to produce improvements in division productivity and efficiency.
  • Stays abreast of new trends and innovations in parks and recreation. Proposes and supports innovative initiatives.
  • Assembles and coordinates staff roles on project teams, facilitates cross-team collaboration, and provides direction and support to team members.
  • Coordinates public outreach activities.
Research & Analysis
  • Conducts a variety of organizational studies; researches and collects data, conducts surveys, and prepares reports for analyses, benchmarking studies, levels of service, and outcome measurements.
  • Analyzes information, reports findings, demonstrates data driven support for decisions and makes recommendations.
  • Oversees tracking and reporting of Division KPI's and reporting; identifies variance in data; recommends review and benchmarks to local and national standards.
Accreditation
  • Serves as department Accreditation Coordinator. Develop project team and project plan, schedule and delegate project tasks, and coordinate deliverables. Evaluates accreditation needs and informs and educates staff of the requirements. Leads CAPRA team in implementing strategies to ensure compliance with standards. Manages timelines to support prioritization of work. Serves as a CAPRA Visitor.
  • Researches and evaluates department operations and administrative procedures; documents policies and procedures; recommends and implements plans and strategies to streamline operations; and assigns work to division personnel pertaining to accreditation requirements.
  • Analyzes divisional processes and identifies and implements improvements to build policies and strategies that support industry best practices and enhance work quality and efficiency.
Budget Administration
  • Develops and manages annual department Administration budget in excess of $500,000.
  • Prepares, monitors, and analyzes division annual operating and capital budget documents. Monitors and analyzes allocations to optimize performance and assess compliance with assigned goals and objectives.
Performs other related duties and responsibilities as required.
SUPERVISORY RESPONSIBILITIES
Supervises Recreation Coordinator - Data Management. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems for direct reports.
QUALIFICATIONS
Bachelor's Degree from an accredited college required, with preferred emphasis in Recreation, Leisure Services, Public Administration, Business, or related field. Minimum four years, six or more years preferred, of progressively responsible administration experience in Parks and Recreation or related area, including work in process and policy development, research and analysis and project management. Combined education and experience may be considered in lieu of the degree.
Proficient with MS Office products. Must possess excellent written and oral communication and presentation skills. Experience in municipal government, including managing public involvement/civic engagement projects and processes, budget administration, and public opinion research techniques preferred. Prior coordination of community volunteers preferred.
Experience with NRPA CAPRA accreditation program and demonstrated applied knowledge of parks and recreation management and operating best practices.
CERTIFICATES, LICENSES, REGISTRATIONS
Must possess a valid driver's license and a good driving record
Certified Parks and Recreation Professional (CPRP) preferred or pursuing within 6 months from start date.
Ability to become trained in Commission for Accreditation of Park and Recreation Agencies (CAPRA) standards within 30 days from start date.
CAPRA visitor status required within 6 months from start date.
Project management training/certification preferred.

MATERIALS AND EQUIPMENT DIRECTLY USED
Various Computer equipment and related software programs. Voicemail, AV equipment, P.A. system, cash register, fax, copier, and safe. Knowledge of RecTrac software desired.
Experience working with the backend of a website or HTML code desired. Experience or able to learn software applications including but not limited to Laserfiche, Cartegraph, OpenGov Procurement, Office 365.
