Manages the agency's Project LINK and the coordination of agency, other agency and community provider services providing intensive and non-intensive outpatient treatment, case management, parenting and self-care education, and on-site child care to pregnant and postpartum women and women with young children affected by substance use and mental health issues. Work is performed under general supervision and is guided by the directives and policies of the state Project LINK program model and agency policies and procedures, professional practices and including ethical standards related to client interactions.

1. Coordinates services and/or programs between agencies.
2. Develops, maintains and analyzes appropriate evaluation methodologies for program evaluation.
3. Provides consultation and technical assistance to interagency staff involved in Project LINK.
4. Prepares reports monthly, quarterly, and annually for multiple agencies and audiences.
5. Supervises and staffs cases.
6. Provides direct service with individuals, intake, and case management.
7. Makes presentations and supports public information events.
8. Compiles and analyzes data and prepares reports.
9. Administers grants.
10. Develops and implements programs.
11. Develops and conducts training.
12. Participates and or leads meetings.
13. Coordinates, convenes and chairs quarterly meetings of local LINK related interagency/community representative task force/groups and follows-up on task force recommendations.
14. Develops and coordinates outreach efforts to educate high-risk populations.
15. Develops administrative processes such as the early identification and cross agency referral of women and children.
16. Assists in the coordination of client health care and other services across agencies.
17. Identifies and engages community child care and transportation services.
18. Oversees input of service and other documentation to the electronic records system.
19. Does related work as required.

Thorough knowledge of human development and specifically infant and child development; thorough knowledge of the physiological, psychological and social aspects of substance abuse; thorough knowledge of the principles, theories and practices applicable to the diagnosis and treatment of substance abuse; thorough knowledge of community resources and treatment providers for the subject population; considerable knowledge of client family counseling techniques and practices; considerable knowledge of community planning and collaboration and the politics and operation of community agencies; considerable knowledge of Individual Management Guidelines for VA; some knowledge of grant administration; ability to establish and maintain rapport with the individual population; ability to establish and maintain effective working relationships with staff of other private and public agencies and organizations; ability to plan the work of, train, supervise and evaluate subordinates; ability to communicate effectively orally and in writing; ability to prepare and make presentations to large audiences, ability to operate a vehicle; ability to function calmly in stressful situations; ability to prepare and maintain detailed records and prepare related reports; ability to conduct effective interviews, observe, assess and record individual behaviors and functioning and develop treatment and service plans.

Bachelor's or Master's Degree in the Behavioral Sciences and considerable professional experience in direct substance use case management. Some supervisory experience preferred.

Valid VA driver's license.
