Summary

The Contracts Administrator will work and collaborate with project teams, senior leadership, and customer contacts to independently support proposal and contract activities for the company's Government Contracts and business development opportunities.

Primary Responsibilities/Duties

  • Perform life cycle contract administration of government contracts within a diverse Contracts portfolio, including conducting proposal preparation, and contract negotiations
  • Administers, extends, negotiates, and terminates standard and nonstandard contracts
  • Ensure proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications
  • Examine project costs, performance requirements, and delivery schedules to ensure accuracy and completeness
  • Review Solicitation documentation and develop business proposals in collaboration with the Chief Research Officer, Business Area Directors, Proposal Managers, and Proposal Leaders
  • Participate in proposal support by managing contract proposal volumes, supporting fact finding and the negotiation process to ensure proposals are fully responsive to prospective customer requirements
  • Examine project costs, performance requirements, and delivery schedules to ensure accuracy
  • Advise management of contractual rights and obligations as needed, and provide interpretation of terms and conditions
  • Maintain official Contract records including contractual documents and correspondence with customer and respond to company data calls for assigned programs
  • Review, negotiate, and execute non-disclosure or proprietary information agreements (NDAs/PIAs), associate contractor agreements (ADAs), teaming agreements, license agreements, and other types of agreements
  • Ensure compliance with Regulatory requirements and Company Policies
  • Provide financial and contractual counsel to Program Managers
  • Interface and collaborate across the organization, with senior technical staff, program management, and customer counterparts
  • Collaborate, coordinate, and communicate effectively and professionally with internal and external customers, partners, and stakeholders.
  • Responsible for all aspects of contracts from the business development phase through contract closeout, delivering strong customer satisfaction, successful financial performance, and risk mitigation
  • Administers, extends, negotiates, and terminates standard and nonstandard contracts
  • Managing customer and sub-contractor invoicing related to contracts

Required Qualifications

  • Bachelor's Degree or higher.
  • At least five years’ experience working with a Federal Government contractor developing proposals and administering Federal Government and IC contracts
  • Strong working knowledge of FAR/DFARS and general contracts law principles
  • Experience working with export control laws and regulations
  • Ability to read, interpret, and apply federal regulations and related acquisition policies and guidance to Boston Fusion’s work
  • Experience with various contract types and vehicles, such asCPFF, FFP, T&M, Cost-Reimbursement, Labor-Hour, IDIQ, and OTA.
  • Experience coordinating and executing agreements such as, NDAs, CRADAs, Teaming Agreements, and ACAs
  • Familiarity with Commercial terms and conditions and/or special contract clauses such as intellectual property protection
  • Self-starter with the ability to successfully work with company leadership, program management, finance, and project teams to manage priorities and meet deadlines
  • Excellent negotiation skills
  • Ability to work proactively
  • Ability to work independently and multi-task in a dynamic, fast paced environment
  • Can work successfully with limited supervision
  • Possesses Intermediate - Advanced MS Office skills
  • Proficient with Microsoft 365 Suite, especially Excel and Word
  • Excellent organizational skills and attention to detail
  • Excellent verbal and written communication skills
  • Excellent interpersonal and customer service skills
  • Ability to obtain and retain a Secret Security clearance
  • U.S. Citizenship is required with the ability to obtain and/or maintain a Department of Defense security clearance
