JOB DESCRIPTION AND POSITION REQUIREMENTS: We are searching for an experienced Engineering Program Manager to join our Communications Information and Navigation Office (CINO) at the Applied Research Laboratory (ARL) at Penn State University. ARL’s purpose is to research and develop innovative solutions to challenging scientific, engineering, and technology problems in support of the Navy, the Department of Defense (DoD), and the Intel Community (IC). You will: Oversee systems engineering and program management across the Joint Cyber Warfare Architecture (JCWA) portfolio Work hand-in-hand with the sponsor to provide high-quality assessments, as well as operational and technical solutions to wide ranging joint cyber warfare architecture and technology issues affecting the Department of Defense, US Cyber Command, and Intelligence Community missions to enable and protect the warfighter Provide strategic-level systems engineering and test director subject matter expertise on cyber capabilities, threats, risks, and operations Deliver superior technical solutions Manage cost/scope/schedule of projects Coordinate with contracts and finance; Business Development is required Make hiring recommendations that meet the sponsors’ mission objectives This position will be filled at the Principal Professional level. Minimum requirements include a Master’s Degree and 8 years related experience. Required skills/experience areas include: Deep knowledge of national security strategic threats and a strong background in cyber technologies, and systems engineering Expert-level program management and technical skills, as well as organizational leadership executive staff-level experience within the Department of Defense and the Intelligence Community Current working knowledge of cyber acquisitions and operations (e.g.. cyber mission planning, training, technology roadmaps, analytics, operations, testing and evaluation, etc. Past success evaluating feasibility and implementation of potential concepts Preferred skills/experience areas include: Active government security clearance Your work location will be fully on-site, located on Annapolis Junction, Maryland. .
