The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this job. This job description is not a “contract” between the employee and the Authority. The job duties and essential functions may be changed at the discretion of the CEO/General Manager.

SUMMARY: 

The Manager, Laboratory manages the laboratory program by providing independent high-quality analyses for three important functions of permit compliance, plant operations, and capital improvement program planning. Responsible for oversight of all laboratory analysis, standard operating protocols, calibrations, and troubleshooting. Stays abreast of state-of-the-art laboratory technology, EPA, environmental and OSHA regulations, and good lab practices.

ESSENTIAL FUNCTIONS:

  • Oversees and manages laboratory activities to provide data analyses and reports to verify that Blue Plains Wastewater Treatment Plant produces effluent that contribute to meeting or exceeding permit requirements.
  • Provides prompt analyses to plant operations staff for control of wastewater treatment processes that contributes to efficient operations.
  • Provides timely quality assurance and control analyses of plant chemical inventory that contributes to cost effective operations.
  • Oversees all the analyses that contribute to the development and updates to the $1 billion Blue Plains capital improvement program.
  • Assists other departments in performing laboratory analyses when needed.
  • Recommends and implements strategies, policies, procedures, methods, and practices to ensure that sampling procedures, protocols, and instrumentation generate accurate, reliable data in a timely manner.
  • Provides input on budget, equipment, instrumentation, and other resource requirements.
  • Coordinates Quality Control/Quality Assurance Program, including data verification.
  • Participates in EPA QA Studies and EPA laboratory audits.
  • Provides guidance in troubleshooting process and system problems as needed to meet objectives.
  • Monitors standards of performance in Quality Control and Quality assurance and monitors validity of analysis performed and data generated to assure reliable data.
  • Identifies training needs and provides training to laboratory staff and plant staff related to sampling, laboratory testing and analysis.
  • Gives clear oral and written instructions, demonstrates effective communication skills in working with laboratory staff and other operations personnel.
  • Maintains effective laboratory safety program and ensures that all laboratory procedures and chemical safety precautions are strictly followed; maintains laboratory Chemical Hygiene Plan.
  • Ensures that laboratory is stocked with appropriate chemicals, equipment, supplies, and instruments; tracks shelf life and expiration dates of chemicals; ensures that chemicals are disposed of properly.
  • Ensures that proper personal protective equipment (PPE) is available and used by laboratory staff.
  • Performs laboratory tests, prepares chemicals and reagents, records data and prepares reports; maintains electronic databases, spreadsheets, and reports; analyses laboratory and other reports, including process efficiency data; identifies causes of non-routine events and recommends adjustments to process variables.
  • Performs other duties and projects as assigned at the discretion of the Director, Clean Water and Technology.

Supervisory Responsibilities: Provides daily planning and administration in the selection, supervision, promotion, discipline, and training of personnel within the unit. Supervises laboratory staff and schedules work assignments on a 7 day a week, 365 day a year basis; participates in the selection, evaluation, and promotion of employees; reinforces appropriate behavior and recommends disciplinary action in accordance with DC Water policies and procedures.

Key Working Relationships: Interacts with subordinate employees, co-workers throughout the Authority, and consultants and contractors. 

EDUCATION / EXPERIENCE & OTHER MINIMUM QUALIFICATIONS REQUIRED:

The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily. Reasonable amounts of training are provided.

  • Bachelor's degree in chemical, environmental, biological sciences or engineering or related field from an accredited college or university and seven (7) years of progressive experience preferably in a modern laboratory in a wastewater treatment or similar facility; or equivalent combination of education and experience; inclusive of three (3) years of supervisory experience. Experience of working in a NELAP accredited laboratory preferred.
  • Must possess and maintain a current valid Class IV (ABC or equivalent) Wastewater Treatment Plant Operator Certification, or acquire within 24 months of employment and maintain current a class IV (ABC or equivalent) Wastewater Treatment Plant Operator Certification.
  • Must possess and maintain a current valid Class IV (ABC or equivalent) Laboratory Analyst Certification or acquire within 24 months of employment and maintain current a class IV (ABC or equivalent) Laboratory Analyst Certification. 
  • Knowledge of DC Water's policies, procedures and general plant practices, including knowledge of occupational hazards and safety precautions preferred. Knowledge of NPDES permit requirements.
  • Extensive knowledge of laboratory and sampling procedures and protocols; skilled in the use of analytical instruments and laboratory equipment. Extensive knowledge of microbiology and chemistry and ability to apply knowledge to procedures. Process knowledge, including how each unit process fits into overall wastewater treatment process and ability to recommend and implement strategies to enhance quality, productivity, and cost-effectiveness. Knowledge of conventional methods and techniques used in environmental, chemical, and biological applications.
  • Effective troubleshooting and problem-solving skills; understanding of how adjustments in process variables impact efficiency and effectiveness of individual unit processes and overall plant performance.
  • Excellent human relations and communication skills, including listening, reading, oral and written communication skills.
  • Utilizes personal computer and maintains a working knowledge of applicable software programs (i.e. word processing, spreadsheets, e-mails, etc.). Has experience with the use of laboratory information management system (LIMS) software.

  • In the course of evaluating unit processes, one is subject to the following:
    • Indoor and/or outdoor environmental conditions that include exposure to extreme cold and hot temperatures.
    • Atmospheric conditions that affect the respiratory system or skin such as fumes, odors, dusts, mists, gasses, or poor ventilation that requires the use of appropriate personal protective equipment to mitigate these conditions.
    • Exposure to a variety of hazards such as high voltage, noise, chemicals, oils and other solvents, bacteria, pathogens and toxic substances.
  • Varies with task assignments and location.
