Reports to: Superintendent

Job Objectives: Administers the district’s special education programs. Promotes an effective learning environment. Provides staff leadership. Promotes close working relationships with parents. Keeps the superintendent informed about current activities and emerging issues.

Minimum Qualifications:

  • Valid Ohio administrative license appropriate for the assignment.
  • Meets all mandated health requirements (e.g., a negative tuberculosis test, etc.).
  • Documented evidence of a clear criminal record.
  • Expertise in the identification and use of curricular materials and service options that address the educational needs of students identified as having a disability.
  • Demonstrates the ability to access and organize community support for special education programs and student assimilation activities.

Responsibilities and Essential Functions: The following duties are representative of performance expectations. A reasonable accommodation may be made to enable a qualified individual with a disability to perform essential functions.

  • Provides leadership to achieve the district’s written, implemented, and assessed curricula and mandated proficiencies.
  • Upholds board policies and follows administrative procedures.
  • Promotes a favorable image of the school district.
  • Participates as an active member of the district’s management team. Helps develop and implement the district’s continuous improvement plan.
  • Monitors education laws, rules, and regulations. Develops procedural protocols necessary to comply with legislative mandates. Works with staff to ensure that services are provided in the least restrictive educational environment.
  • Helps staff assess program objectives. Provides direction for program improvements. Helps staff resolve problems that impede student learning.
  • Administers the board-approved budget. Authorizes the purchase of essential program supplies and equipment.
  • Prepares state special education unit requests and grant applications.
  • Administers the Community Alternative Funding System (CAFS).
  • Oversees Title VI-B program applications and reporting requirements.
  • Coordinates the “child find” and preschool/kindergarten screening programs.
  • Coordinates at-risk and public school preschool programs.
  • Oversees psychological testing services.
  • Serves as the District’s Title II, IX and 504 Coordinator. Assuring that all practices and procedures of the District comply with the Fostoria Board of Education Policies with regard to non-discrimination.
  • Enforces applicable Ohio Revised Codes. Administers policies regarding age, immunization, attendance, legal residence, guardianship, classification, promotion, retention, testing, etc. Oversees special education enrollment and withdrawal procedures.
  • Supports a full range of educational options. Works with student assistance teams. 
  • Administers supplemental service contracts (e.g., therapy, transportation, etc.).
  • Maintains a record keeping system that ensures the safe retention of district documents for the maximum period specified by board policy and state law.
  • Oversees the timely submission of reports, records, and inventories required by law and/or district policy.
  • Supervises the collection of student and educational management information as directed.
  • Respects personal privacy. Maintains the confidentiality of privileged information.
  • Promotes the effective use of available technology in instructional and records management activities. Enforces procedural safeguards governing the use of the Intra/Internet to insure compliance with district guidelines.
  • Participates in staff selection and orientation processes.
  • Promotes the development of staff leadership.
  • Monitors staff performance (e.g., observations, review of lesson plans, individual conferences, staff meetings, etc.).
  • Provides leadership in the planning of staff in-service programs.
  • Supports appropriate research and pilot projects. Encourages staff to develop, publish, and distribute innovative instructional/program materials.
  • Communicates high expectations and shows an active interest in student progress.
  • Maintains high standards for student conduct. Enforces the student conduct code.
  • Helps teachers and building administrators with discipline issues. Oversees the preparation of student conduct and discipline recommendations for the superintendent’s consideration.
  • Maintains effective relationships with community services (e.g., law enforcement, health care facilities, child welfare services, etc.).
  • Maintains visibility and participates in school activities as time permits.
  • Encourages parent organizations and supports student activities as time permits.
  • Takes precautions to ensure student safety. Reports unauthorized persons or suspicious circumstances immediately.
  • Reports evidence of suspected child abuse as required by law.
  • Builds community partnerships that enhance district programs and services.
  • Participates in national, state, and/or regional activities that advance district goals.
  • Participates in professional growth opportunities to remain current with advances in special education and organizational administration.
  • Accepts responsibility for personal decisions and conduct. Strives to develop rapport and serve as a positive role model for others.
  • Performs other specific job-related duties as directed.

Supervisory Under the direction of the superintendent: supervises and evaluates assigned staff

Responsibility: as authorized by board policy, administrative regulations, and contractual agreements. Assumes responsibility for the results of duties delegated to assigned staff.
