Duties
As An Emergency Management Specialist, You Will
  • Serve as a source of expert information and guidance on continuity of operations and emergency management for all BPA organizational elements.
  • Participate in the development of a BPA-wide continuity strategy.
  • Participate in the development of a regularly tested incident response/recovery plans.
  • Coordinate continuity and emergency management drills and exercises and training programs for BPA personnel.
  • Initiate, plan, organize, conduct, and lead projects to investigate and analyze a variety of complex problems, questions, or conditions impacting the continuity and emergency management programs.
  • Prepare position papers on continuity and emergency management issues.
  • Represent the organization, Security and Continuity of Operations, Chief Administrative Office, and the BPA in conferences and meetings with other agencies, private industry, and other groups.
  • Participate in the development of a BPA-wide continuity and emergency management awareness and training program.
RequirementsConditions of Employment
  • Must be a U.S. Citizen or National.

  • Suitable for Federal employment, as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 3 days per pay period.
  • This position has been designated as High Risk and requires a security clearance at the DOE "Q" level; the incumbent will be required to access, process, use, and safeguard classified information.
  • The incumbent is required to obtain and maintain this clearance level; failure to do so may result in separation from federal service.
  • This position requires an initial drug test prior to appointment and random drug or drug and alcohol testing thereafter.
  • Failure to test or a positive result on random drug or drug and alcohol tests conducted after appointment may result in removal from Federal employment.
QualificationsSPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service.
Specialized experience for this position is defined as: Experience (1) Develop and/or execute continuity and/or emergency plans or exercises for an organization; (2) identifying gaps, and recommending solutions to the continuity of emergency management programs; (3) develop emergency procedure policy and guidance to address a variety of emergency situations (e.g. radiological, industrial, natural, and national emergencies)."Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
