THE TITLE: Community Development Director

THE LOCATION:

Delta County’s history is rich with the tradition of pioneers of agriculture, mining, land and water development. Over a 100 years ago, it was the original homeland of the Ute Indians, a tribe who takes pride in the land and considers it sacred. Delta County’s community members continue to honor the tradition of land stewardship that the early pioneers originated. The location boasts a rich tapestry of natural wonders, from towering mountains to pristine rivers and breathtaking canyons - a location worthy of preserving. The Department of Planning and Community Development promotes land stewardship by ensuring a clear expectation of how private property can be used and the process for different uses, balanced with protecting agricultural lands and property rights. 

THE POSITION:

The Community Development Director provides direction, leadership and general oversight of community development for the unincorporated area of Delta County. In collaboration with the Planning Commission and the Board of County Commissioners, the Community Development Director balances community opinion with land use and development demand. This position plans, organizes, coordinates and directs land use planning, community development projects and activities to help ensure the successful development of Delta County.

THE RESPONSIBILITIES:

The job responsibilities include planning and overseeing long-range plans, land use, and projects for Delta County. This involves processing, reviewing, and making decisions on land use applications for the county. The role also includes serving as Secretary and providing staff support to the Planning Commission and Board of Adjustment. This includes tasks such as preparing agendas and minutes, maintaining bylaws, and updating governing documents like the Master Plan and Land Use Code.

The position involves supervising and managing staff in collaboration with Human Resources. This includes tasks such as planning, directing, evaluating performance, conducting interviews, recommending transfers or terminations, and ensuring compliance with occupational health and safety standards, department policies, and governing laws. The role also entails developing and recommending the department's operating budget and administering it.

Additionally, the job involves assisting with hazard mitigation planning, including the Local Hazard Mitigation Plan, Community Wildfire Protection Plan, and emergency management activities. The responsibilities include implementing local floodplain regulations, updating flood maps and policies, and administering the National Flood Insurance Program (NFIP) requirements. The role also includes coordinating activities in the Permit Center, such as issuing Access Permits, assigning addresses/street names, and managing the County's permit database. Lastly, the position provides oversight for code compliance in coordination with an internal advisory committee.

EDUCATION AND EXPERIENCE: 

The ideal candidate displays exceptional communication and interpersonal skills. The ideal candidate does not shy away from a challenge and seeks opportunities for growth and development. The position requires a bachelor’s degree in planning, community development or a related field and ideally has a Master’s degree or has an American Institute of Certified Planner (AICP) certification. The candidate ideally has at least six years of related community development experience with at least two years in a public agency and two years of supervisory experience. 

THE PAY:

$94,200 - $103,620 depending on qualifications and experience. Thanks to Delta County’s participation in regular salary surveys, we are pleased to offer a competitive salary.
