Schedule: Traditional Monday-Friday 8 a.m. to 5 p.m.
This position
requires some travel to meet with community groups, attend community events, and attend conferences and training events. Occasional overnight in state and out of state travel may be necessary and may require several early and/or late meetings or conferences throughout the year. You will be expected to adjust schedule as needed to meet business demands and deadlines.
**Optional hybrid schedule with a minimum of two days in the office in Olympia during probationary/trial service period. Telework may be available after the review period. Flexible schedules are considered.

What you will be doing: The Community Engagement Manager will coordinate public participation and engagement efforts to inform traffic safety priorities, programs, and implementation. Outreach and engagement will focus on historically marginalized and underinvested communities that experience disproportionate risks of serious injury or death from traffic collisions. Outreach will also include road users of all types including transit users, pedestrians, bicyclists, and drivers. The position will collaborate with subject matter expert program managers who oversee behavioral traffic safety programs related to pedestrians, bicyclists, impaired driving, speed, distracted driving, young drivers, school zone safety, motorcycles, law enforcement, and passenger restraint and child safety seat use. The manager will also coordinate engagement efforts with other transportation and traffic safety agencies and work to ensure that outreach efforts are culturally responsive, inclusive, and accessible. The manager will be responsible for developing strategies, plans, and activities for effective engagement and reporting to executive managers and funders.
Some of what you’ll be doing includes:- Create and periodically update a community engagement plan that includes identified communities overburdened or disproportionately impacted by serious/fatal traffic collisions, timelines, targets, and deliverables.
- Develop and utilize effective outreach and communication methods to engage individuals of historically marginalized communities, disproportionately impacted populations, and underinvested neighborhoods.
- Advise and provide guidance to the agency executive team on community preferences or direction regarding traffic safety needs, priorities, and programs.
- Contact and maintain a working relationship with members of the public, outside organizations, and interest groups; effectively communicate, engage, and receive input from diverse community members and groups.
- Plan, deliver, administer, and utilize multiple methods of community outreach, input, and participation, including soliciting feedback from standing advisory groups, conducting surveys, and facilitating meetings, forums, and focus groups.
- Develop information and communicate back to community groups on how their input impacted WTSC plans, policies, or programs.
- Organize or lead the collection of public and community input with other agencies, including the Washington State Department of Transportation (WSDOT), Washington State Patrol (WSP), and other state and local public transportation and public health agencies, as well as grantees, contractors, and partners.
- Support Title VI compliance in the agency’s public engagement and community outreach activities.
- Conduct management and oversight of projects, according to signed contracts and work orders.

- Experience conducting community outreach for a community organization, business, or governmental agency.
- Practical, hands-on experience conducting community engagement with one or more of the following: Tribes, community groups, underserved and overburdened communities.
- Practical, hands-on experience conducting community engagement for one or more of the following: federal, state, or local government agencies; non-profit organizations; other community-based organizations; private foundations; or public benefit corporations.
- Ability to provide consulting expertise and contribute to policy and process development in community engagement experience with equity, diversity, and inclusion focus.
- Ability to apply organizational influence by gaining the support of others, building positive relationships, and communicating effectively.
PREFERRED:Knowledge or familiarity with Title VI and Americans with Disability Act requirements, including language access and accessibility for individuals with disabilities.
