Description

BRIEF DESCRIPTION OF THE JOB:

Performing reviews of zoning, platting, variances, annexation cases, maintain development project records, prepare agenda packets for Zoning Board of Adjustment, Planning and Zoning Commission, and other Advisory Board meetings as assigned, perform GIS functions, conduct policy research and make appropriate recommendations as needed, assist with general initiatives of the department, and assist the Department with other duties as assigned. Superior customer service ethic. Ability to manage multiple complex projects simultaneously.

ORGANIZATIONAL RELATIONSHIPS:

  • Reports to Director of Development Services
  • This is a non-supervisory position.
  • Works closely with other Development Services staff and has frequent contact with representatives of various governmental and business entities and the general public.

  • Provide permitting assistance
  • Plan review, prepare reports and staff comments
  • Prepare agenda packets
  • Maintain development project records
  • Administer cases for ZBA, Planning and Zoning, and other Advisory Board Meetings
  • Grant applications and administration
  • Create and maintain GIS records
  • Administer addressing system
  • Administer economic development incentive agreements
  • Assist with general planning development initiatives
  • Policy research
  • Other duties as assigned

Qualifications


KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:

  • Municipal planning and development requirements and practices (zoning, platting, site planning);
  • Community development principles and practices;
  • Superior customer service principles and practices.

Ability to:

  • Effectively use writing techniques with proper English usage, spelling, grammar, and punctuation.
  • Use computer hardware and software programs, which may include Microsoft Office, Internet applications, econometric or transportation modeling, database management, or GIS
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Act as a project manager for development projects submitted to the City
  • Provide thorough, detail oriented reviews to ensure compliance with City requirements, in particular the Zoning Ordinance, Subdivision Ordinance and Comprehensive Plans.
  • Provide case management support by performing in-take procedures for new case applications; entering information into the departments case management system; verifying completeness of submitted applications and identifying deficiencies to applicants; and assisting in the circulation of cases to members of the Development Review Committee.
  • Be innovative in recommending policies, procedures and programs
  • Take initiative to work independently and as a team member to meet deadlines and multi-task in a fast-paced environment.
  • Attend several evening meetings each month and infrequent weekend meetings.
  • Collaborate with city staff to update and maintain the department’s web site and web presence
  • Assist in the management of files and other data in the city’s GIS environment
  • Dispense information to internal and external clients upon request
  • Interpret and apply applicable state, county, and local codes, ordinances, and regulations
  • Initiate actions necessary to correct deficiencies or violations of regulations
  • Assist in implementation of the Downtown Master Plan
  • Assist with updates and maintenance of Comprehensive Plan and land development regulations
  • Represent City and provide staff support to City Boards and Commissions.

ACCEPTABLE EXPERIENCE AND TRAINING:

  • Degree from an accredited university or college in a related field such as planning, political science, public administration or similar discipline.
  • Six (6) years’ experience in the municipal planning environment.
  • Master’s degree can be substituted for up to two year of experience.

CERTIFICATES/ LICENSES REQUIRED:

  • TX Class C driver’s license
