Oklahoma State University is Hiring a Director Research Compliance Near Stillwater, OK

The Director of Research Compliance will provide leadership for the Oklahoma State University-Stillwater (OSU) and the Oklahoma State University-Tulsa (OSU-T) campuses research compliance program. The Director of Research Compliance will oversee and guide research compliance operations and programs, which include activities involving: human subjects, live vertebrate animals, class 3b and class 4 lasers, human, animal, and plant pathogens and biologically derived toxins, recombinant and synthetic nucleic acid molecules, radioactive materials and x-ray devices, Controlled Unclassified Information, Conflict of Interest, and other regulatory compliance areas that may emerge over time. The Director will serve as the Research Conflict of Interest Officer and will hold responsibility for University Research Compliance (URC) personnel and budget.
The Director will also serve as a point of contact for regulatory matters of research compliance, and reports directly to the Senior Associate Vice President for Research. The Director of Research Compliance (or his/her delegate) may be appointed by the Vice President for Research (VPR) to serve as voting or nonvoting member of the Institutional Review Board, the Institutional Biosafety Committee, the Radiation Safety Committee, the Institutional Animal Care and Use Committee and/or other research compliance committees.
The Director is a member of Division of the Vice President for Research representing regulatory compliance, the OSU RISE program for Controlled Unclassified Information (CUI), and COI-Smart for Conflict of Interest who is capable of interpreting and applying federal, state, and local regulations to the operational domain.
Specific responsibilities include, but are not limited to the following:
1. Provide infrastructure required for effective research compliance programs, Conflict of Interest, and management of controlled unclassified research materials that is fully integrated into a centralized research administrative structure.
2. Form alliances with other academic institutions to stimulate continuous improvement in regulatory compliance activities.
3. Work with key stakeholders to develop and evolve URC operations to meet federal, state and local regulatory requirements while growing research at OSU.
4. Drive collaboration and communication with Associate Deans for Research, researchers, and the OSU community to foster research integrity.
5. Directly and indirectly manage staff in the division while encouraging professional development and personal growth for staff.
6. Manage relationships with key clients such as federal sponsors, regulatory agencies, OSU legal counsel, media relations, environmental health and safety, and others.
7. Communicate information regarding OSU's mission, vision, and goals so that employees may increase their contributions to the university's success.
8. Provide leadership and direction for strategic planning initiatives for all areas of research regulatory compliance.
9. Minimize liability and risk to OSU.
10. Assist with allegations of suspected research noncompliance in conjunction with other university personnel, including those within the Office of the VPR.
11. Lead the OSU Operations team in the implementation and growth of the OSU RISE system for CUI. Operations team responsibilities include policy and training program development, Systems Security Plan development and maintenance, researcher participation, billing for services, decommissioning completed projects and coordinating audits.
12. Review and assess URC budgetary needs prior to submitting new funding requests.
13. Lead and/or assist investigations initiated as a result of allegations reported via a confidential reporting system at OSU.

Education & Experience

Position Qualifications:

Minimum Qualifications:

Ph.D.,Ed.D., D.V.M, M.D., D.O., or J.D.

Ten years of experience with research and/or regulatory compliance and related reporting.

Prior managerial experience.

Must possess a valid driver's license for travel between sites.

8. Excellent negotiation and project management skills.
9. Detail oriented, with a high degree of accuracy.
10. Possess a high degree of initiative and the ability to work independently.
11. Proficient computer skills, which include MS Office applications and database applications.

Preferred Qualifications:

Excellent knowledge of federal regulations regarding all areas of Research Compliance including Export Control and Financial Conflict of Interest
