General Statement

Under the supervision of the Human Resources Director, the Human Resources Generalist will be responsible for performing day-to-day Human Resources administrative tasks in accordance with CIRM procedures and policies.

Job Functions

Recruitment

  • Publish job advertisements in Bamboo HR and other recruitment platforms.
  • Gather applicant’s information from Bamboo HR to input on recruitment spreadsheet on a weekly basis.
  • Complete Rating Criteria spreadsheet and score accordingly to qualifications (education and experiences).
  • Contact job applicants to inform them of the status of their applications.
  • Ensure duty statements for CIRM employees are established and consistent with current position duties and responsibilities as deemed appropriate by human resources and hiring manager. Update and distribute duty statements to CIRM employees as positions are created, revised, redirected, etcetera and maintain copy of the duty statement in Drop Box.
  • Assist in the review and ensures hiring manager justifications to request position and/or employee actions are substantiated using stand-alone criteria to pass an audit.
  • Assist hiring managers with scheduling screening and formal interviews using Doodle and MS Outlook.
  • Coordinate submissions and receipt of reference verifications and provide results to hiring managers.

Training – Ethics/Sexual Harassment Prevention/Other

  • Ensure CIRM employees’ trainings are up to date and certificates filed in electronic files in Drop Box.
  • Advise employees when training will be due and assists employees in completing trainings.
  • Function as the training coordinator - review new legislation, update compliance documents, review mandated reporting responsibilities to Fed/State entities, evaluate employee required training records to ensure up to date, and consult with Legal as necessary to communicate changes. 

Employee Onboarding and Off Boarding

  • Onboarding and offboarding employees through appropriate processes.
  • Schedule and send correspondence for onboarding/offboarding employees.
  • Track and ensure required onboarding and offboarding documents are completed and collected from the employee.
  • Ensure payroll receives the required documents to process the employee’s appointment and benefits in a timely manner.
  • Enter new employees, update employee’s positions, salaries, etc. into Bamboo HR.

Employee Engagement

  • Establish SOP for 25-Year SSV Award Program.
  • Ensure process for ordering awards is created and followed.
  • Ongoing updates to CIRM Employee Handbook, HR policy and procedures as necessary.

Customer Service

  • Interface with CIRM team members on related human resources issues with the utmost professionalism and exceptional customer service.

CalLearns

  • Check HR Experts in box for emails to approve CalLearns requests.
  • Ensure manager approved employee enrollment in a training course upon approving enrollment through CalLearns.
  • Respond to employee questions related to training.
  • Ensure training process is followed.

FMLA

  • Email FMLA package to employee and copies the employee’s manager.
  • Monitor and record employees’ return time on FMLA documents.
  • Keep track of FMLA time utilized by employees.
  • Respond to employee questions related to FMLA.
  • Ensure adherence to and compliance with the FMLA process.

Ergonomics

  • Schedule Ergonomic visits as they come in from employees.
  • Research appropriate equipment per ergonomist in Amazon and other areas and works with Business Services to order equipment timely.
  • Follow up with employee and Business Services to ensure equipment is received at work and home as needed. 

Per Diem Pay

  • Complete the per diem pay request forms for board members and request required signatures.
  • Submit the pay requests to payroll; inform board members when their pay has issued.
  • Respond to Board Members questions as they arise.

Other Duties

  • Serves as a backup to payroll, benefits, and all other transaction functions.
  • Forward HR Experts emails to appropriate person in HR for response.
  • Assist in creating and/or updating process and policies.
  • Research various laws, rules, regulations as requested as they pertain to the work performed within Human Resources to advance the mission of CIRM.
  • Assist the HR Director with administrative tasks as needed.
  • Perform other duties and participate in miscellaneous projects and audits as may be required to further the goals of the ICOC/CIRM.

Education and Experience

  • Bachelor’s degree Human Resources, Business Administration, or closely related field or education can be substituted per year for experience in the field of Human Resources or related area.
  • In addition to education, three years of experience working in Human Resources or a related role specializing in personnel liaison duties.

Desired Qualifications

  • Experience navigating LinkedIn and other recruitment platforms.
  • Experience keying payroll on the California state controller system.
  • Knowledge of the State of California’s CalHR benefits and CalPERS.
  • Experience in State of California merit-based hiring, classification, or selection practices.
  • Excellent organizational skills, including a demonstrated ability to prioritize a wide variety of tasks and work on multiple tasks simultaneously, while timely meeting deadlines and keeping materials organized.
  • Demonstrated ability to work flexibly in a fast-paced environment where priorities often shift.
  • Demonstrated ability to communicate effectively orally and in writing, coupled with prompt responsiveness to employees.
  • Proficiency in Microsoft Word, Outlook, Excel, PowerPoint, Adobe Acrobat databases, DocuSign.
  • Tactful and discreet.
  • Excellent interpersonal, written, and oral communication skills, flexibility, and problem-solving skills.
  • Ability to produce quality and accurate work.
  • Ability to effectively work independently and as a team player.

Physical Requirements

  • Hybrid environment, required to work two days in the South San Francisco office and three days remotely. In-person attendance of organizational meetings and board, subcommittee, and working group meetings as required.
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be willing to work in a high-rise building.
  • Ability to operate standard office equipment.
  • Be available to work outside of normal business hours.

Salary Range and Benefits

  • This position is expected to pay $77,250 - $94,700, which fits within the full salary range of $77,250 to $112,167 for the Human Resources Generalist job classification.It is uncommon for an individual to be offered a salary close to the upper end of the full range for a position. Salary for this position will reflect the final candidate’s qualifications, experience, skills, knowledge, relevant education, and certifications, in addition to being aligned with the internal leadership peer group.

The Human Resources Generalist reports to the Human Resources Director.
