Employee in this position will serve as a lead worker over level II Income Maintenance Caseworkers.

General Definition of Work

Performs intermediate advanced human support work involving determining the eligibility of applicants/recipients to receive assistance under social service income maintenance programs, and related work as apparent or assigned. Work is performed under the limited supervision of the Income Maintenance Supervisor II.

Specific Functions to this Division
Employee must be thoroughly familiar with all functional aspects to properly evaluate all Work First Family Assistance, and all Family and Children's Medicaid Programs. Employee must be knowledgeable enough to advise and counsel lower level staff on policies and regulations of the income maintenance programs. Worker will also provide training to lower level staff in new policy directives, assist in new worker training, and serve as a backup to Income Maintenance Caseworkers in their absence. This position will also be required to maintain some monthly reports as needed.
General Functions of an IMC III

Receives and processes applications for public assistance in accordance with established rules, regulations and procedures; explains program requirements, policies and procedures to applicants; assists clients with completing program application forms.

Interviews applicants for assistance to determine their eligibility; researches and verifies information provided by applicants.

Coordinates with other inter agency staff to provide needed services to children and adults under protection and prevention services.

Greets clients when they come into the agency; receives and responds to questions in person, via phone and/or email.

Establishes program integrity referrals for fraudulent actions; gathers data and presents at hearings; testifies before County, State hearing officers, and in court as needed.

Prepares reports and other types of correspondence; maintains case logs; prepares and maintains files and records; enters a variety of data into a variety of computer systems.

Monitors programs and notifies supervisor of any issues.

Identifies work experience worksites; identifies job training contact and negotiates job placement; authorizes payment for expenses for clients participating in the program.

Completes changes for foster and adoptive children required for placement; coordinates expanded foster care when clients age out.

Provides assistance during disasters in accordance with the County's Emergency Response Plan.

Assists with cross-training coworkers and new hires in regards to agency programs and policies.

Knowledge, Skills and Abilities
Thorough knowledge of the principles and practices of public social service organizations; thorough knowledge of the rules and regulations governing the processing and/or review of applications for income maintenance programs; thorough knowledge in the use of standard office equipment and associated software (e.g. NC FAST, NC TRACKS, EIS, EBT Edge, OVS, EPICS, etc.); general knowledge in preparing reports and other types of correspondence; ability to analyze facts and to exercise sound judgment in arriving at conclusions; ability to communicate ideas effectively, orally and in writing; ability to make arithmetic computations; ability to compute rates, ratios, and percentages; ability to work well in stressful situations; ability to establish and maintain effective working relationships with clients, associates and the general public.

Physical Requirements 

This work requires the regular exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions, frequently requires walking, reaching with hands and arms, pushing or pulling and lifting and occasionally requires standing, climbing or balancing, stooping, kneeling, crouching or crawling and tasting or smelling; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

High school diploma or GED and considerable experience working with NC FAST and Medicaid programs in a health and human services agency; or significant experience in an income maintenance position involving public contact, financials, customer service and eligibility determination, or equivalent combination of education and experience.

PREFERRED QUALIFICATIONS: Preference will be given to applicants with Work First and/or Family and Children's Medicaid Income Maintenance experience.

Note: In accordance with State mandates and the Rockingham County Emergency Operations Plan, Rockingham County Health and Human Services staff from the Divisions of Social Services, Public Health and Integrated Health are required to staff emergency shelters during times of disaster. Please be advised that every staff person is eligible to be assigned to an emergency shelter or Emergency Operations Center.
