US Veterans Health Administration is Hiring a Health Technician Near Richland, WA

Duties

Duties include but not limited to:

  • Independently carry out a wide variety of responsibilities and duties involving typical-to- complex problems and situations that may arise in the outpatient setting.
  • Serves as key contact for veterans and beneficiaries seeking Diagnostic services, experiencing problems, and/or requesting information.
  • Personally greets veterans requesting assistance, determines nature of diagnostic needs, questions or complaints, answers questions, provides information, gives guidance, and initiates action as appropriate.
  • Responsible for determining veteran eligibility/entitlement for numerous diagnostic services with diverse and frequently vague requirements, subject to the incumbent's knowledge and interpretations of regulations and guidelines, prior experience, and sound judgment.
  • Identifies tests that require special handling conditions and appropriately performs proper specimen collection. Initiate's emergency care procedures in the event a patient has a reaction to blood collection procedures including fainting, hematoma, and anxiety.
  • Maintains an adequate supply of phlebotomy supplies, and reports shortages to logistics staff or the supervisor for resolution. Ensures that only in-date supplies are used, rotates supplies appropriately to minimize waste and discards expired supplies appropriately (biohazard, sharps, or routine waste containers.)
  • Locates and reviews diagnostic orders through a variety of computer systems and programs (VISTA, CPRS, HOWDY, LABA).
  • Prints patient labels and diagnostic collection lists and has access to patient files and statistics which contain sensitive information. Operates label printers and troubleshoot problems related to printing.
  • Enters and verifies patient test results for waived testing.
  • Responsible for maintaining the confidentiality of sensitive patient information.
Work Schedule: 7:00am - 3:30pm, Monday -Friday

Physical Requirements: Include light lifting (under 15 lbs), moderate carrying (15-44 llbs), light carrying (under 15lbs), reaching above shoulder, use of fingers, walking, repeated bending, standing and hearing (aid my be permitted).

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.
  • GS-05 grade level: One year of specialized experience equivalent to the GS-04 grade level in the federal service; experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience must provide clinical support under direct supervision of the Diagnostics Service Department by performing Knowledge of medical terminology, especially laboratory test names and specimen requirements based on tests ordered. Knowledge of human anatomy as it relates to phlebotomy and impact on laboratory testing. Knowledge of impact of drawing above or below an IV, mastectomy or fistula site. Knowledge of vein selection for optimal results. Examples of Specialized Experience for positions in the GS-0640 series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled. OR
  • Education (TRANCRIPTS REQUIRED): A bachelor's degree or four (4) years of education above the high school level with major study or at least 24 semester hours in subjects directly related to the position. This education must have been obtained in an accredited business or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business or technical school. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR
  • Combination of Education and Specialized Experience: An equivalent combination of successfully completed post-high school education (beyond the second year) and specialized experience, as described above, which meet the total qualification requirements for this grade level. This education must have been obtained in an accredited business or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite.
  • GS-06 grade level: One year of specialized experience equivalent to the GS-05 grade level in the federal service; experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience must provide clinical support under direct supervision of the Diagnostics Service Department by performing Knowledge of medical terminology, especially laboratory test names and specimen requirements based on tests ordered. Knowledge of human anatomy as it relates to phlebotomy and impact on laboratory testing. Knowledge of impact of drawing above or below an IV, mastectomy or fistula site.   • Education (TRANSCRIPTS REQUIRED):Applicants may substitute education for the experience required for the GS-06 level.I understand that Education at the GS-5 or Above is Generally, not applicable unless directly related. I have successfully completed one year of full-time graduate educationis considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-06. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
Per OPM's - Individual Occupational Requirement states that Specialized Experience (for positions at GS-4 and above): Positions in this series range widely in type and include support duties to medical or health personnel such as audiologists, speech pathologists, medical officers, and optometrists. Therefore, technician experience is experience that required application of the knowledge, methods, and techniques of the position to be filled.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
