DutiesServe as a senior management advisor/expert in leadership in planning, organizing, and directing extensive efforts for broad programs and techniques of specialized fields; the pertinent laws, regulations, policies, and proceduresProvides expert guidance and direction to elements engaged in the development and implementation of plans and objectives to ensure that actions are in keeping with established fiscal policies and program directives.Establishes internal policy/guidance based on that received.Provides timely and accurate reporting and program analyses.Skill in application of fact-finding and investigative techniques; oral and written communications; and development of presentations and reports.

Current Department of Army Civilian Employees Applying on Time-Limited Assignments In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document.
Specialized Experience: One year of specialized experience equivalent to at least the equivalent DE-03 Payband or GS-13 grade level in the Federal service which includes 1) serving as an analyst and/or advisor to management on the evaluation of the effectiveness of government programs and operations ; 2) providing senior leadership with authoritative information and analyses on a wide range of personnel management and/or demonstration experience; 3) effectively write, interpret and develop regulations, policies, and procedures.
You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Communications Manages Resources Project Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (DE-03/GS-13). Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 3 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition. This position is also being filled under announcement number DAFN249489375404.
