DEFINITION: Under general direction of the Finance Director, this position is accountable as a team member of the Financial Services Department to achieve results in support of the City's mission, goals, policies and objectives.

The Accountant will perform a variety of professional level accounting tasks which require attention to detail as well as frequent contact with internal and external customers. The listed tasks are essential for this position and may include but are not limited to the following:

  • Performing professional accounting work including general accounting, reconciliations, accounts receivable billing, collections, cash management, and general ledger posting
  • Performing accounting assignments that encompass the full cycle of accounting activities such as establishing and maintaining accounting and subsidiary records, reconciling general ledger and subsidiary accounts, preparing reports, and preparing and processing journal entries.
  • Preparing and distributing accounts receivable invoices, delinquency notices for past due invoices, and interacting with the City's collection agency.
  • Reconciling monthly cash and investment bank statements
  • Reviewing and posting cash receipts
  • Performing account analysis and preparing and entering journal entries for month-end and year-end closing processes
  • Preparing and processing deposits (such as filming) and other departmental refunds
  • Preparing worksheets as needed for remittances of sales and use tax and SB 1186 fee
  • Preparing supporting schedules and worksheets as required by external auditors
  • Preparing and submitting annual financial reports such as the City's Financial Transactions Report to the State Controller, the Annual Street Report, and the Sales and Use Tax Return
  • Managing daily cash activity
  • Coordinating with banks on account services, fees, documentation, troubleshooting and integration
  • Preparing memos and letters for both internal and external correspondence
  • Coordinating with other City departments on payroll/ accounting related issues
  • Delivering outstanding internal and external customer service while solving problems and pro-actively creating sustainable solutions to issues
  • Conduction duties, responsibilities, tasks and assignments with a constructive, cooperative, positive, professional attitude and demeanor
  • Supporting the City's mission, goals, policies and objectives
  • Supporting the City's corporate values of: openness and honesty; integrity and ethics; accountability; outstanding customer service; teamwork; excellence; and fiscal and environmental responsibility
  • Performing other related duties as required
CLASSIFICATION:The position is covered under the Fair Labor Standards Act and is a member of the Classified Service.
 

This position requires: 

KNOWLEDGE OF: 

  • Accounting principles and practices of governmental entities, including computerized financial systems; spelling, grammar and punctuation; and mathematical computations.

  • Computer literacy with knowledge in the use of Microsoft Word, Excel, and Power Point; ability to communicate using email programs; and understanding and adherence to City policies for information technology.

THE ABILITY TO: 

  • Analyze financial data; maintain adequate accounting records; use modern office equipment; and work independently.

REQUIRED EDUCATION AND WORK EXPERIENCE: 

  • A bachelor's degree from an accredited four-year college or university with major course work in accounting or closely related field and a minimum of three years of considerable experience at a professional accounting level, preferably in a public agency.

SELECTION PROCESS:The selection process may include but is not limited to: Application review and evaluation, written examination, performance test and interview. All employment offers made by the City are contingent upon establishing proof of a prospective candidate's legal authorization to work in the United States and successfully passing all components of the pre-employment process, such as: reference check, background investigation, fingerprint criminal history check, post-offer drug test, post-offer psychological and post-offer medical examination, the cost of which will be borne by the City.
