Human Resources
The Human Resources (HR) unit exists to provide decentralized human resource services to the applicants, managers, and employees who work for the Colorado Department of Human Services (CDHS). Consultation services include: benefit administration; compensation consultation; employee relations; labor relations; exam development; HR policy development; job analysis; job evaluation and classification; organizational development; New Employee Orientation; performance management plans (PMP); interpretation of CDHS HR policy, state personnel rules, state and federal employment laws; progressive discipline; records management; recruitment; responding to grievances, appeals, charges of discrimination; reorganization issues; retention; selection and selection appeals; workers compensation; settlement advice; strategic planning and overall HR guidance to CDHS managers, supervisors and employees.

Description of Job

This position is currently hybrid.
This position is required to report in-office, twice a week, at the Pueblo location, which is 1600 W. 24th St., Pueblo, CO 81003.
Please note: These working arrangements are subject to change.

What you will be doing:
Responsible for providing expertise and consulting services to business leaders and programs in areas such as: the State Personnel Board Rules, Partnership Agreement, and the CDHS Side Agreement. HRBP ensures legal and regulatory compliance (local, state and federal employment and labor laws) is maintained and CDHS’s policies are applied. HRBP assists in special projects such as unit reorganizations, updating position descriptions, recruitment and selection of open and vacant positions and recommending fair and just compensation for positions. Supports HR’s initiative in providing timely and accurate customer service to all client groups.
This position reinforces Department strategies focused on employee engagement, equity, diversity & inclusion, retention, and other initiatives as identified in the results driven management system (RDMS).

inimum Qualifications:

Years of Experience:
Six (6) years of relevant experience in Human Resources
OR

Education and Experience:
A bachelor's degree from an accredited institution in Human Resources, Business Administration, Workforce Development, Employment Law, Organizational Management, Legal Studies and/or Labor Studies AND two (2) years of relevant Human Resource experience in an occupation related to the work assigned to this position.

Preferred Qualifications:
  • Excellent communication skills.
  • Excellent interpersonal and people skills with the ability to interact with multiple program leaders at many different levels.

  • Ability to have strong analytical skills and has the ability to research and analyze data to understand compensation and recruitment trends.

  • Excellent organizational skills with the ability to pivot organize priorities.

  • Ability to adapt to business needs with ease.

  • Ability to meet and negotiate with leaders supporting positive pathways to support the business need.

  • Demonstrated experience with federal, state, and local employment laws, regulations, statutes and rules.
    Conditions of Employment:

  • The successful candidate in this position will be willing to submit to and able to successfully pass a criminal background check (including reference checks).
  • The successful candidate hired in this position will be required to travel to attend meetings, work events, training, and conferences, etc. throughout Colorado.
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.

If you receive notice that you have been eliminated from consideration for this position, you may file an appeal with the State Personnel Board or request a review by the State Personnel Director.
An appeal or review must be submitted on the official appeal form, signed by you or your representative. This form must be delivered to the State Personnel Board by email (dpa_state.personnelboard@state.co.us), postmarked in US Mail or hand delivered (1525 Sherman Street, 4th Floor, Denver CO 80203), or faxed (303.866.5038) within ten (10) calendar days from your receipt of notice or acknowledgement of the department’s action.
