About the Division of Youth Services: The Division of Youth Services (DYS) provides a continuum of residential and non-residential services that encompass juvenile detention, commitment, and parole. DYS is the agency statutorily mandated to provide for the care and supervision of youth committed by the District Court to the custody of the Colorado Department of Human Services. The Division operates fifteen secure facilities that serve youth between the ages of 10 and 21, who are pre-adjudicated, sentenced, or committed. The Division also contracts with numerous private residential and non-residential service providers throughout the State. For pre-adjudicated youth, the Division is also responsible for the management and oversight of Colorado Youth Detention Continuum, a State-funded, locally administered program that provides services to youth at risk of further progressing into the juvenile justice system. In addition to residential programming, the Division administers juvenile parole services throughout the State.

Description of Job

About this work unit:
This work unit exists to provide, manage, coordinate, and evaluate a continuum of mental health services for youth who have been detained or committed to the Department of Human Services, Division of Youth Services. Services include, but are not limited to: Mental health & suicide risk assessments; Psychological evaluations if credentialed; Neuropsychological screenings and evaluations if credentialed; clinical consultation with Behavioral Health Specialists, Client Managers and other interdisciplinary team members; Individual, family, & group contact; Management of delinquent behavior; Liaison to medical and psychiatric services; Formal supervision for BH staff; Providing trainings and e-mail communication about various mental health issues as needed; Referral & coordination of executive transfers to the Colorado Mental Health Institutes; Participation in DYS committees as needed; Participation in division-wide clinical director meetings; Ongoing communication with client managers/parole officers regarding assessment, treatment & transition issues; while ensuring the safety and security of each youth, staff, and the community according to Colorado law.
Purpose of this position:

The purpose of this position is to act as the Clinical Director for operations at Summit Youth Services Center and oversee the mental health services being provided to youth who are committed to the Division of Youth Services, Department of Human Services. The goal is to provide a continuum of mental health services to youth, and to ensure that the services being provided are consistent, evidence-based, and high quality. Responsible for oversight, supervision, and training of the behavioral health positions/services at the facility. Provides clinical and assessment staff with formal performance and clinical supervision. Assures compliance with court orders, Division of Youth Services audit standards, Division of Youth Services Policies and Procedures, Summit Youth Services Center Implementing Procedures, and the Colorado Children’s Code. Review of division policies and current services offered helps ensure that best practices are being met within the field. Providing consistent care and high quality of services throughout facilities helps ensure that youth’s mental health needs are being met.

Duties:
Supervision Oversight
This position is designed to supervise and oversee the technical and qualitative aspects of Behavioral Health Services for the Division of Youth Services. Provides formal and clinical supervision to Behavioral Health Professionals, and provides PMP feedback regarding job performance at the middle and end of each fiscal year. Plans for and directs the professional development of the Clinical team, trains to relevant standards of policy and procedure, resolves informal staff grievances, creates and monitors staff work schedules, participates in the progressive disciplinary process, investigates and evaluates all other personnel issues. Reviews and tracks all assessment reports for accuracy and completion within established deadlines. Reviews and tracks all clinical notes entered into the TRAILS and/or EHR database to ensure completion within an established timeframe. Reviews clinical notes and provides supervision to clinical staff regarding treatment processes and effectiveness. Position will maintain a caseload of 2-4 youth to stay current with clinical intervention and in turn supervision/oversight of behavioral health staff.

Program Development

This position ensures the oversight and application of appropriate, reliable, and accurate clinical practices. Plans, develops, and audits procedures to assure that the Division of Youth Services standards are met, interprets and applies standards to the workplace, apprises supervisor of issues related to the above duties. Ensures all clinical treatment notes are entered into the TRAILS and/or EHR database in a timely manner and are of high quality. Ensures that all required training is completed and recorded in the TRAILS database for facility Behavioral Health Staff. Responsible for researching and coordinating training sessions designed to promote Behavioral Health professional job development. This position works closely with the BHMS Central Office to review and update psychological and neuropsychological assessments, provide ongoing mental health assessment and treatment practices as needed.
Conducting Clinical Assessments and Evaluations
Conduct ongoing clinical case conceptualizations through weekly clinical meetings with mental health staff, clinical observation of youth, communication with direct care staff regarding youth functioning, offering clinical expertise to multidisciplinary teams in determining appropriateness for youth to step down to a lower level of care. Assessing for possible psychiatric evaluation and need for hospitalization.
Leadership
Serve as the clinical director, which includes membership on various committees designed to participate in the exchange of information, collaborate on proposal development and collaborate regarding programming recommendations. Serves on the Leadership Team which supports agency goal implementation and sustainability in collaboration with the Director and Assistant Director. Role models throughout the community in regards to the DYS 7 Commitments and Key Strategies. Integrates behavioral health and direct care staff for the provision of services to DYS youth.
Clinical Oversight, Expertise & Support
Provide clinical oversight, quality assurance, onsite clinical support, and guidance for positions that provide mental health and clinical evaluations to the committed juvenile offender population within the Department of Human Services, Division of Youth Services. Afford clinical expertise and feedback to mental health team members regarding the quality and merit of mental health evaluations, treatment plans, and SPMs. Provide recommendations to the DYS Lead Psychologist regarding psychological and neuropsychological testing needs for the youth being served. Supply ongoing review of the effectiveness, fit and functionality of current mental health evaluation instruments and psychological/neuropsychological assessment instruments, and provide recommendations for improving the statewide clinical evaluation system. As needed, meet with Division of Youth Services Behavioral Health and Medical Services teams to discuss issues affecting mental health treatment and evaluation services including strategizing, planning and implementing state-of-the-art, evidence-based mental health ongoing assessment and treatment practices. Meet with the regional representatives to ensure all parties are communicating openly so that concerns and issues can be addressed.

Preferred Qualifications:
  • Graduation from an accredited college or university with a license-eligible master's degree such as social work, counseling, or marriage and family therapy.
  • The individual has a doctorate in Psychology and/or licensed as Psychologist, LPC, LCSW, or LMFT, or must have one of previously mentioned licensure at time of employment.
  • Experience in working collaboratively across disciplines in a youth residential setting.
  • Experience administering psychological assessments.
  • Assigned duties related to program development or ongoing process improvements.
  • Experience in working collaboratively across disciplines in a youth residential setting.
  • Extensive education and experience in neuropsychological/psychological theory, assessment and treatment in evidence-based and effective interventions.
  • Management skills required for a diverse organizational structure.
  • Numerous jobs related to formal training associated with assessment and treatment of youth with juvenile justice involvement and/or neuropsychological impairment.
  • Extensive knowledge of the mental health system and the juvenile justice system.

  • In-depth knowledge of state regulatory policies and procedures associated with mental health and assessment

Conditions of Employment:
  • Be a minimum of 21 years of age, with no felony convictions or history of domestic violence

  • Regular travel to trainings and meetings
  • Continued employment is contingent upon successful completion of the DYS Pre-Service Training Academy, Field Training Program (FTO) and mandatory annual training in all subject areas
  • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
