Type of Appointment : Full-Time, Probationary

Job Classification : Parking Officer I

Anticipated Hiring Range : $3,338 - $3,572 per month

Work Hours : Monday - Friday, 8am - 5pm, unless otherwise notified. May include some nights and weekends.

THE DEPARTMENT :

Parking and Transportation Services (PTS) is responsible for complying with a wide variety of campus, local and state rules, regulations and laws regarding traffic and parking enforcement.

Enforcement is needed to ensure that available parking and vehicle access is available and / or kept under control. PTS regulates different campus areas ( parking lots, parking structures, carpool, etc.

helping to keep parking available for permit holders. PTS is dedicated to providing safe, convenient, accessible and attractive parking facilities for students, faculty, staff and visitors of the University.

PTS also provides a comprehensive internal transportation system on campus and external links to public transit. The Department provides traffic control and parking enforcement, safety escort and assistance programs, and has a Rideshare office that promotes transportation alternatives including carpooling, bicycling and public transportation in support of the President’s Climate Commitment.

DUTIES AND RESPONSIBILITIES :

Enforcement :

Enforce parking regulations, patrol on foot and by state vehicle to inspect and enforce parking regulations. Inspect valid permits, or lack thereof, on each vehicle.

Ensure vehicles possess and display proper parking permits and / or otherwise are legally parked; issue citations or warnings to unauthorized or illegally parked vehicles, including disabled placard monitoring for compliance / confiscation in accordance with the California Vehicle Code.

Observe automobiles, motorcycles, commercial vehicles, and other vehicles for compliance with campus parking regulations.

Enforce campus regulations, local regulations, ordinances, and state vehicle code.

Chalk or mark time zone areas for proper enforcement, identify vehicles for tow or boot that have accrued five or more outstanding citations.

Issue citations for vehicles subject to towing; arrange for towing of abandoned vehicles, fill out CHP 180 tow form and perform a thorough inspection of vehicle, vehicle with expired licenses, or illegally parked vehicles;

Issue citations for improper use of specially designated lots or timed zones, improper parking such as parking in crosswalks or on sidewalks, expired registration, improperly licensed vehicles, improperly parked motorcycles, parking in preferential areas without the proper permit, and related violations.

Complete all citations / warnings and related reports; include the following information, but not limited to : date, time, location of offense, code sections violated, vehicle license plate number and / or vehicle identification number, photos of license plate, vehicle parked in the parking stall showing sign or curb, lot identification, and permit or no permit.

Leave additional comment / description, where appropriate. Complete declarations of citation circumstances to assist in prosecution of parking violations when necessary.

Community Service :

Perform battery jumps, safety escorts, vehicle unlock services, money runs, visitor booth support, emergency assists as dispatched or requested by the Department.

Raise gate arms and replace broken gate arms. Report faded paint on curbs, vandalized signs, and other obstacles that may impede parking enforcement or hinder the public from understanding and obeying the law.

Operate computer equipment, handheld citation machine, and communicates with a two-way radio in a responsible, courteous and professional manner.

Contact Dispatch to access the California Law Enforcement Telecommunication System (CLETS) to determine vehicle and operator identity / status.

Direct vehicular and pedestrian traffic on campus as needed (emergencies, special events or accidents). Monitor the campus during the first weeks of semester, communicate via radio to Dispatch parking lot statuses, and close down parking lots as directed.

Act as campus ambassador by answering a wide variety of questions from the public regarding parking and related traffic laws, location of classrooms / buildings, campus landmarks, area parks and facilities, and other points of interest.

Educate and inform the public, and encourage compliance with parking regulations. Interact with the public with professionalism, courtesy and respect.

Use tack and diplomacy when dealing with hostile and irate parking violators; respond to complaints in a professional manner.

Remain alert to unusual events / persons in the parking lots and report suspicious activity. Participate in Police Department outreach events to interact with campus community members.

Administrative and Support Duties :

Report malfunctioning vehicles and takes them to the Facilities Service Yard for service and repair, as directed.

Maintain accurate count of parking space inventory. Assist with upkeep of Code Blue Emergency Phones, regulatory signage, and road way condition.

Assist in the collection of pay station revenue across campus. Perform minor maintenance such as clearing coin, bill and paper jams, and restocks paper rolls.

Provide updates to pay station specialist and parking leads regarding pay station communication and issues. Perform other pay station support duties as directed.

QUALIFICATIONS :

  • High school diploma or equivalent
  • Three (3) to six (6) months related experience
  • LiveScan finger-print clearance
  • Working knowledge of applicable procedures and regulations related to parking and traffic control.
  • Thorough knowledge of campus layout and parking facilities.
  • Ability to act and resolve parking and traffic problems.
