JOB
Performs professional, technical, and administrative work with responsibility for planning, installing, maintaining, and updating the City's major software applications, data services, and communications systems and networks. Monitors application software performance regarding availability, security, and response time. Provides user training on designated software and/or coordinates vendor-provided training. Work includes application deployment onsite and “in the cloud,” along with troubleshooting and resolving complex problems related to application software. Work is performed in concert with multiple application user groups under the general direction of the IT Supervisor with considerable latitude for individual initiative and judgment.
EXAMPLE OF DUTIES

Through interviews of application users and self-research, document existing work processes and software functions.Facilitate identification of desired additional functionality by the application user group, along with any needed changes in the work process the application supports.Develop software application specifications documents that combine the existing and desired functional characteristics specified by the user group. Such documents should typically include a flowchart demonstrating the basic work process(es) to be supported.Research the acquisition of commercial off-the-shelf (COTS) products conforming to the established written specifications. Performing this task may require the IT Business Analyst to contact users in other jurisdictions to identify candidate products/vendors.Assist the user group in selecting suitable COTS software applications that conform to the established specifications. Such assistance includes identifying candidate vendors and applications, scheduling software demonstrations, establishing a scope of work suitable for prospective vendor(s) to provide price proposals, and drafting agenda reports and other documents needed to acquire the selected product. Work with Purchasing Unit staff and senior staff in Support Services and/or other city departments to develop the required RFP package, as necessary.Install, configure, and test single- and multi-user computer systems, including additions, enhancements, and upgrades to existing software as part of the deployment process. Support the internal users of key applications after deployment.Assist in evaluating maintenance agreements and services appropriate to maintain availability and function of city software-based solutions according to established service-level agreements.Work with the IT Supervisor to document and maintain written guidance describing how to backup data resident on multi-user computer systems and servers. Design and produce technical training programs for software used by the City.Perform related duties, as directed, when such duties are a logical and appropriate assignment to the position.
SUPPLEMENTAL INFORMATION
Ability to work with other staff who may be less knowledgeable about IT topics but are subject-matter experts (SMEs) on the work function currently or to be supported by a software application for which the IT Business Analyst has been assigned lead responsibility. Significant skill in identifying and documenting process workflows and user needs, including the construction of flowcharts, particularly when the user group has difficulty in describing its current and proposed operational needs. Ability to follow standard practices and testing procedures for software installation, configuration, operation, maintenance, troubleshooting, and repair. Ability to interpret and work from technical manuals, schematics, and other software documentation and training. Ability to specify, acquire, install, and configure computer software; skill in specification, procurement, installation, operation, and troubleshooting of communications software. Ability to establish and maintain effective working relationships with employees, consultants, and vendors. Ability to communicate clearly and concisely, orally and in writing.
