Asian Health Services is Hiring a Chief Growth Officer Near Oakland, CA

Asian Health Services, founded in 1974, provides health, social, and advocacy services for all regardless of income, insurance status, immigration status, language, or culture. Our approach to wellbeing focuses on “whole patient health,” which is why we provide more than primary care services, including mental health, case management, nutrition, and dental care to more than 50,000 patients in English and 15 languages: Korean, Lao, Burmese, Mandarin, Cantonese, Spanish, Portuguese, French, Mien, Karen, Mongolian, Karenni, Tagalog, Khmer, and Vietnamese.

JOB SUMMARY:

Under the direct supervision of the CEO and indirect supervision of the President, the Chief Growth

Offier (CGO) will be responsible for the developing, planning, implementation and operation for the

Program for All Inclusive Care for the Elderly (P.A.C.E.) program, which will be under the general

direction of the President overseeing patient services. In addition, the CGO will be responsible for

directing new business development plans and efforts, leading a dedicated growth development team, and

managing a robust growth pipeline. The CGO will also establish strategic partnerships with key

community development stakeholders, help expand AHS’ market presence, and ensure the company’s

long-term success by strategically planning new opportunities and partnerships in alignment with AHS

strategic plan. As a executive leader, the CGO works closely with the CEO and President as well as other

members of the Executive Leadership Team to identify, pursue, and realize opportunities for agency

growth.

PACE Leadership and Oversight

  • Responsible for the oversight and administration of the P.A.C.E. Program, including effective planning and implementation of all program operations.
  • Responsible for the development and management of all external program relations, as it relates to
  • PACE. Represents the PACE Program in the community, state, and nationally and is responsible for assuring positive public relations (e.g., CalPACE)
  • Responsible for developing a Asian Health Services PACE delivery model specific to the needs of the Asian Health Services PACE service area.
  • Responsible for securing all necessary program funding for PACE, including startup funding, Medicare and Medicaid reimbursement, and overall program fundraising.
  • Responsible for obtaining and maintaining PACE certification under CMS, as well as any other state or federal laws or rules. Assures compliance with all state and federal regulations and works with appropriate governmental agencies regarding regulatory requirements or changes.
  • Responsible for initiating and implementing PACE strategic planning processes both internally and within the local community. Including planning for program start up, expansion, and creation of programs or services.
  • Responsible for overall PACE program quality and effectiveness, including identifying the need for services and innovative ways to provide care, improving efficiency and effectiveness, and responding to participant and community needs.
  • Develops and implements written policies and procedures that govern the operation of Asian Health
  • Services PACE and ensures compliance with Asian Health Services PACE provider regulations.
  • Oversees, directs, and supervises Asian Health Services PACE key personnel, both salaried and contractual.
  • Reviews and approves the appointment, transfer, or termination of all PACE key staff as defined by the DHCS. Notifies the DHCS in a timely manner when these changes occur.
  • Ensures the financial health of the program, including assisting in preparing an annual operating budget for approval by the Asian Health Services Board of Directors, allocating the resources to carry out operational and programmatic activities, reviewing and interpreting monthly financial statements, developing actions to correct areas of concern and develop strategies for further growth and development of Asian Health Services PACE.
  • Establishes and maintains an effective system of communication and emphasizes teamwork.
  • Performs other duties as assigned.
Other Growth and Partnership Opportunities:
  • In partnership with other Executive team members, identify, develop, plan and implement other growth opportunities, including but not limited to new lines of business and services as well as expansion of current services.
  • Identify and establish strategic partnerships that support AHS’ strategic plan and market presence.
  • In partnership with the fund development team, support and co-lead when needed, fundraising effort to support key strategic growth initiatives.
  • Assess and evaluate growth opportunities and strategies.
  • Other key responsibilities as delegated by the CEO and President.
Supervisory Responsibilities
  • Serve as a trusted leader and member to the Executive Leadership team.
  • Provides leadership to the Asian Health Services PACE Center Management and key operations personnel.
  • Under the direction of the President, partners with the Chief Medical Officer and other clinic leaders to manage PACE clinical staff, including but not limited to the PACE Center Management.
General Agency/AHS Duties
  • Fosters an environment that promotes trust and cooperation among clients and staff.
  • Enforces clinic policies and procedures, including maintenance of client confidentiality under HIPAA privacy rules, to ensure that the principles of AHS are implemented.
  • Plays an active role in planning organization-wide activities such as AHS general membership meetings, fundraisers, special clinic days and other events.
  • Participates in general membership meetings, fundraisers and other public events, as required.
  • Participates in outreach activities, agency advocacy, and serves on ad hoc committees, as requested.
  • Attends AHS staff retreats and Board of Directors meetings, as required.
  • Participates in agency-wide quality improvement program processes and performance improvement teams to ensure excellence in the quality of services provided across the agency.
Minimum Qualifications
  • Master’s degree in a related field, including, but not limited to, health care administration, business administration, social services, nursing, or 10 years of relevant experience, knowledge, skills, and abilities.
  • At least 5 years of work experience in health care and/or long-term managed care, preferably for an at-risk population and in a capitated setting.
  • Expereince in program development, strategic planning, budgetary oversight, organizational development, resource development, and public relations.
  • Experience in developing and facilitating governing boards and advisory bodies is also necessary.
  • One year of experience working with a frail or elderly population or, in the absence of such experience, receive appropriate training from Asian Health Services PACE on working with a frail or elderly population upon hiring.
Preferred Qualifications
  • Experience with senior care clinical programs similar to Asian Health Services PACE preferred.
  • Experience in successfully managing and completing projects is required.
  • Must excel in organizational and supervisory skills, with an ability to effectively handle difficult situations.
  • Must be comfortable working in a dynamic environment and comfortable working with both direct care staff and administrative staff.
  • Bilingual in an Asian language.
  • Knowledgeable and prior experience in working with Asian American, limited English proficient and/or immigrant communities.
Knowledge, Skills & Abilities
  • Ability to work collaboratively with other AHS supervisors and managers with a focus on customer service and quality of care, exemplifying the core values and mission of the organization, always exercising utmost discretion, diplomacy and tact inpatient/staff interactions.
  • Excellent communication skills at the level necessary for understanding patients and provider or supervisors' instructions, and for accurately documenting patients' medical information. Ability to effectively communicate with the patient population and staff while demonstrating a high degree of diplomacy and tact.
  • Demonstrated leadership skills with the ability to train and guide staff in the performance of their duties.
  • Demonstrated ability to work in teams within and across departments.
  • Position requires moderate physical activity such as sitting, traveling, walking, driving, bending, lifting, and computer usage.
  • Willingness to work evenings and/or weekends; demonstrates flexibility in regards to job duties and assignments.
  • Ability to multi-task and work effectively in a high-stress and fast-moving environment.
  • Culturally sensitive and demonstrated ability and effectiveness in working with ethnically diverse populations.
  • Strong analytical, accounting and problem-solving skills.
  • Ability to work collaboratively to achieve common goals and communicate within different levels of the organization.
  • Knowledge and experience with cost and fund accounting.
  • Ability to multi-task, meet multiple and sometimes competing deadlines.
  • Demonstrated ability to effectively manage time, interpersonal relationships, resources and information.
  • Strong planning, problem-solving, and organization skills with high attention to detail.
  • Belief in the organizational mission and the ability to articulate this vision to our constituency, partners, funders, and the general community.
  • Strong written and verbal communication skills.
  • Working knowledge of “Universal Precautions,” demonstrates professionalism at all times.
  • Proficiency with Microsoft Office applications, with intermediate to advanced level competency in Excel and PowerPoint.
