Collier County is Hiring a Manager - Building Maintenance (Facilities Management) Near Naples, FL

Oversees, directs, and coordinates work functions associated with the day-to-day operation of assigned sections within the Facilities Management Division. 
  • Manages, oversees, and assists with the development of the Division work plan; organizes and monitors workflow; delegates assignments, work activities, projects, and programs to subordinates.
  • Supervises, directs and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Assists with managing and overseeing, either personally or through subordinate supervisors, daily operations and activities of personnel and support staff within various sections of the Division.
  • Provides or coordinates staff training; assists with overseeing intern program participants.
  • Assists with preparation of short-term and long-range management plans; recommends Division goals and objectives; ensures efficient and effective Division performance and facilities operations for profitability.
  • Evaluate and determines proficiency level of section services and assigned personnel; identify areas requiring improvement; formulate and executes action plan to correct deficiencies.
  • Assists with the development and implementation of standard operating policies and procedures; reviews and evaluates work methods and safety practices; updates guidelines according to federal, state, or local legislation.
  • Establishes priorities for performing and/or completing critical work; provides project timelines, schedules, budgets, and approved contractors list.
  • Maintains divisional work order operating system; compiles daily reports to monitor workflow, reliability, downtime, and efficiencies.
  • Participates in and oversees the development and establishment of request for proposals, requests for quotes, bids, and other purchasing documents to secure annual contracts for goods and services; reviews and evaluates work products; prepares specifications and purchase orders.
  • Establishes and maintains positive relations with internal and external customers; defines and ensures implementation of service enhancements to meet Facilities Management customer requirements.
  • Responds to questions, complaints, and requests for information/assistance from the public, tradespersons, contractors, officials, outside agencies and inspectors, employees, supervisors, or other individuals and/or divisions.
  • Develops, submits, and implements annual Division budget; assists with forecasting additional funds required for staffing, equipment, materials, and supplies; administers approved budget and monitors operational expenditures for fiscal compliance.
  • Oversees completion and accuracy of County records including personnel, equipment, vehicles, supplies, and other County purchased items; reviews documents processed by subordinates; provides technical assistance as needed.
  • Oversees the inventory, leads inventory team that tracks inventory levels, receives, and releases inventory, and monitors demand and analyzes data.
  • Prepares, submits, and presents executive summaries.As assigned to Building Maintenance:
  • Performs analyses of mechanical building systems to determine and document system capabilities, capacities, and efficiencies.
  • Provides support to ensure designs comply with applicable criteria and standards, adopted building codes, vertical standards, and other related regulatory requirements.
  • Oversees a variety of restoration projects such as improving the efficiency of facilities, creating workspace for employees and other customers, and ensuring facilities meet government regulations and environmental, health, and security standards.
  • Coordinates and manages major maintenance and improvement projects that fall below capital construction thresholds.
  • Formulates and implements paint plans for County facilities.
  • Oversees work covered by custodial, landscaping, and pest control contracts, ensuring needs are met throughout the county.
  • Coordinates fleet management and capital vehicle replacement needs as appropriate for the Division, executing equipment audits, and record keeping.
  • Serves as liaison with Risk Management and County insurance providers for emergency mitigation requests.
  • Performs other related duties as required. 
  • Bachelor’s degree required.
  • Five (5) years of related experience.
  • Candidates without a degree should possess four (4) additional years of related experience.
  • Fingerprinting required.
  • Must possess and maintain a valid Florida Driver’s License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.
  • Salary offers above the minimum pay grade may be considered based on qualifications. 
  • Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
