Description

Position: Assistant Finance Director

Department: Finance

Employment Status: Permanent - Full Time - Exempt

Schedule: Monday-Thursday, 7am-5:30pm

Compensation: Grade 11; Salary Range Starting at $60,409.50

POSITION SUMMARY

Works under the supervision of the Finance Director. Responsible for budgeting, financial reporting, and supervising of staff. Works closely with city employees and others on budget related and financial reporting needs. Performs duties in compliance with City Code, State Regulations, and departmental policies and directives.

ESSENTIAL DUTIES - KNOWLEDGE – SKILLS - ABILITIES

  • Supervision of Accountant, AP Clerk, Financial System Analyst, Cashier, Office Assistant, and Fire Fee/MSF Clerk
    • Train, evaluate, discipline, and aid in hiring new staff.
    • Ensure front office coverage during regular business hours.
  • Ensure all monthly closing tasks are completed in a timely manner.
    • Verify all journals are posted.
    • Ensure subledgers tie into the general ledger.
    • Ensure all bank accounts, trust accounts, investment accounts, and bond accounts are reconciled monthly. Enter and post bank reconciliation journals for transfers.
    • Review and adjust monthly financial reports as necessary.
    • Update dates in New World to close month to further entries.
    • Review and verify accuracy of general ledger accounts.
  • Prepare monthly financial reports for Land Reuse Agency
  • Manage budget adjustment process. Receive, review, propose and record budget adjustments in accordance with State code requirements. 
  • Manage preparation for annual independent audit.
    • Ensure all funds are closed and workpapers are assembled before audit begins.
    • Work with auditors and provide necessary information to ensure a smooth audit process.
  • Assist with annual budget processes.
  • Serve as backup on B&O Tax, Fire Fee, and MSF entry.
  • Administration of all other revenues including utility taxes, property taxes, special assessments, motor carrier taxes, all miscellaneous billings, NSF’s, etc.
  • Oversee and work with Financial System Analyst on New World system to maximize usage and benefits of the system.
    • Develop and make improvements to Financial Reporting and budget processes.
  • Administer ClearGov and/or OpenGov financial transparency portals with assistance from Financial System Analyst.
  • Work on department projects such as online tax/fee filing and online tax/fee payments.
  • Manage the financial requirements for all grants received in the City.
    • Review grant documents and ensure compliance with all grant regulations.
    • Monitor and record expenditures as necessary for CDBG and other grants.
    • Work with grant coordinator to ensure timely submission for reimbursement and reporting.
    • Prepare and monitor all grant budgets.
    • Compile all grant documentation for City audit.
  • Prepare bank, ACH, and wire transfers and provide first approval.
    • Process TIF wire transfers within 24 hours of receipt.
    • Record bank transfers and ACH’s in a timely manner to ensure City is not overdrawn.
    • Provide EFT/ACH payment documentation to cashier for entry.
  • Manage State P-card and serve as program coordinator.
  • Work with and serve as liaison between Morgantown Parking Authority management and the City Finance Department to ensure financial reporting needs are being met.
  • Aid in establishment and maintenance of written Financial Management policies and procedures and develop monthly, quarterly and annual financial closing checklists.
  • Attend and participate in weekly Finance management meetings.
  • Perform other work-related duties and projects as assigned by Finance Director.
  • Other duties as assigned.
  • Knows how to use computer hardware and software including Microsoft Office, email, accounting software and internet browser programs.
  • Work independently to accomplish assigned tasks with the ability to anticipate challenges and provide solutions to the Finance Director
  • Thoroughness and meticulous attention to detail
  • Ability to work as a team with other Finance Department managers to complete department deadlines and projects.
  • Strong work ethic and diligent to deliver results with excellence.

WORKING CONDITIONS & PHYSICAL REQUIREMENTS

  • Minimal external work or occasional exposure to physically demanding, unpleasant, strenuous, and/or hazardous situations.
  • While performing the duties of this job, the employee is regularly required to type, file or lift office supplies up to 20 pounds. The employee is frequently required to sit, stand, talk and hear.

USE OF TECHNOLOGY & EQUIPMENT

  • Position provides routine consultation and technology support for everyday computer programming and/or software requests/questions to others in the organization; is an applications super user; or uses specialized software.

CONTACT & SUPERVISION

  • Position involves frequent internal and external contacts which require skill in dealing with, and influencing others, and initiating changes in policy/procedures to address the issue so as to avoid having to deal with the issue again in the future.
  • Communicates with city management, department heads, citizens, business owners, and other parties concerning financial matters.
  • This position reports to the Finance Director.
  • Responsible for supervision of 6-15 full time employees.

Requirements

MINIMUM REQUIREMENTS

Education

  • Bachelor’s degree in accounting or finance. 

Experience:

  • 4-6 years of relevant experience.
  • Comparable combination of education and experience will be considered.

PREFERRED QUALIFICATIONS

  • Customer service experience
  • Intermediate user of Microsoft Excel, Word and Outlook.
