Yamhill County is Hiring a Code Enforcement Officer Near McMinnville, OR


GENERAL STATEMENT OF DUTIES

Responsible for developing and administering the county's enforcement program for building inspection, solid waste, environmental health, land use and nuisance abatement codes and ordinances. Coordinates work with Planning and Development Department staff, County Counsel, Sheriff's Office, and other related parties as appropriate. Work includes organizing records and establishing procedures needed to improve and streamline enforcement program, issuing citations for violations and representing the county's interest in court appearances.
 
SUPERVISION RECEIVED:
Works under the general supervision of the Planning Director.
 
SUPERVISION EXERCISED:
Supervision is not a responsibility of this position.

DUTIES AND RESPONSIBILITIES INCLUDE ESSENTIAL FUNCTIONS OF POSITIONS ASSIGNED TO THIS CLASSIFICATION. DEPENDING ON ASSIGNMENT, THE EMPLOYEE MAY PERFORM A COMBINATION OF SOME OR ALL OF THE FOLLOWING DUTIES:
  • Investigates solid waste, land use, building code, nuisance and other related code and ordinance violation reports; prepares written reports and follow-up letters for compliance; tracks progress and pursues appropriate remedies to ensure compliance.
  • Conducts investigations of public complaints or as directed, of proposed ordinance violations.
  • Determines compliance with conditions of approval, correction notices, site designs, etc.
  • Establishes and administers abandoned vehicle and auto wrecking programs as related to the responsibilities of the Department of Planning and Development.
  • Issues warning citations and violation citations as needed and assists County Counsel in preparing documentation for court appearances. Makes court appearances.
  • May schedule periodic review of temporary mobile home and other structure uses and agriculture building permits to ensure satisfaction of conditions of approval.
  • Serves as liaison between various departmental programs and with the offices of the sheriff and county counsel.
  • Responds to public questions related to enforcement requirements, procedures, and practices.
  • Prepares public information related to code and ordinance compliance.
  • Prepares written documents for presentation and briefing.
  • Establishes and maintains related correspondence.
  • Proposes ordinance revisions or procedures.
  • Performs other related duties as assigned.
KNOWLEDGE OF:
  • Land use, building, and environmental health and solid waste practices, codes and ordinances, and related enforcement procedures or comparable experience.

  • Building effective working relationships with supervisors, co-workers, other county employees, building contractors, and the public.

ABILITY TO: 
  • Deal courteously and tactfully with the public and to establish and maintain effective working relationships with various departments and other local officials.
  • Work with stressful and hostile situations.
  • Perform research, compile and analyze technical data, and prepare and present clear and concise reports.
  • Read, comprehend, and interpret building codes, environmental health and land use statutes and administrative rules, and county land use ordinance.
  • Uniformly apply laws, ordinances, and regulations to specific applications.
  • Express ideas and convey information effectively both orally and in writing.
  • Attend work as scheduled and/or required.
MINIMUM EXPERIENCE AND TRAINING: 
Experience in land use, building inspection or environmental health programs at a level demonstrating the ability to successfully administer the program is required. Completion of education, licensing, or certification may substitute for experience. Any satisfactory equivalent combination of experience and training which ensures the ability to perform the work may substitute for the above. 
OTHER REQUIREMENTS:
Ability to secure and maintain a driver’s license valid in the state of Oregon, or an acceptable alternative means of transportation. May be required to drive a County vehicle. Employees authorized to operate a private vehicle on County business are required to carry a valid driver’s license and liability insurance minimums as outlined in ORS 806.070.

The incumbent typically works in an office environment and uses a computer, telephone and other office equipment as needed to perform duties. The noise level in the work environment is typical of that of an office. Incumbent may encounter frequent interruptions throughout the workday. 
 
The employee is regularly required to sit, talk, or hear; frequently required to use repetitive hand motion, handle or feel, and to stand, walk, reach, bend or lift up to 20 pounds regularly and 30 pounds occasionally.
 
Contact with the public in home or office environments may risk exposure to irrational/hostile behavior, contagious diseases, or contact with domestic animals.
