Main Purpose of JobTo assist and support the Finance Officer and the Assistant Director of Administrative Services by performing a variety of administrative, fiscal and procurement duties. Responsible for coordinating the Agency's assets (furniture and equipment), performs general accounting and fiscal functions, reconciles agency overpayment records, purchases supplies. using the agency corporate purchasing card or a purchase order, if buying furniture. This position regularly uses independent judgement to apply and interpret rule and regulations and receives moderate supervision from the Finance Officer and/or the Assistant Director of Administrative Services.
POSITION DUTIESAdministrative Support
  • Manage the physical inventory by coordinating, tracking, monitoring, and recording all of the local agency's assets (furniture and equipment); Process all incoming and outgoing mail for the agency.
Fiscal
  • Participate in all accounting processes by using State financial systems including, but not limited to: Financial Management Information System (FMIS), Automated Fiscal System (AFS-D365-D365) and Child, Juvenile, and Adult Management System (CJAMS); Monitoring food stamp overpayments, public assistance overpayments, and customer overpayment balances; tracking expenditures for OHEP and monthly reporting on same.
Procurement
  • Coordinate the procurement of goods and services as an authorized cardholder using the Agency corporate purchasing card (CPC).
Minimum QualificationsApplicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.
Education : Graduation from an accredited high school or possession of a high school equivalency certificate.
Experience: Six months of experience performing administrative staff, clerical, clerical technical, or secretarial work.
Notes
  • Candidates may substitute 30 credit hours from an accredited college or university for the required experience.
  • Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required experience.
Desired Or Preferred QualificationsPreference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
Six months of experience using Microsoft or Google to compose and edit correspondence.
Six months of experience using Microsoft or Google to create, track, and manipulate spreadsheets.
Six months of experience maintaining confidential records, reports, files, and logs.

LICENSES, REGISTRATIONS AND CERTIFICATIONSEmployees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

  • Personal Leave- new State employees are awarded six (6) personnel days annually (prorated based on start date).
  • Annual Leave – ten (10) days of accumulated annual leave per year.
  • Sick Leave – fifteen (15) days of accumulated sick leave per year.
  • Parental Leave – up to sixty (60) days of paid parental leave upon the birth or adoption of a child.
  • Holidays – State employees also celebrate at least twelve (12) holiday per year.
  • Pension – State employees earn credits towards a retirement pension.
  • Positions may be eligible for telework.
