Role and Responsibilities

Under limited supervision, performs administrative and field assistance for multiple departments to include Animal Control, Parks, Recycling and Utilities. Work involves coordinating the work in multiple departments, assisting staff regarding methods and materials used in day-to-day operations, and reviewing completed work from each department.

Employee is also responsible for tracking the department budget, maintaining records for the department, and inspecting new construction projects. Employee interacts with the public to answer questions and address concerns about County utilities operations and facilities as well as recreational opportunities. This is a call back position to assist in the case of a department emergency. Employee reports to the Deputy County Administrator.

Essential Job Functions

Reviews completed repair and construction work, ensuring adherence to quality standards and to federal, state and local regulation standards.

Interacts with the public to answer questions, discuss problems concerning all Public Works issues.

Ensures utilities billing is accurate and timely.

Maintains department records; attends construction meetings.

Attends seminars, conferences, workshops, etc., to enhance and maintain knowledge of trends and developments in Public Works.

Responsible for 811 locates and responses to ticket system

Ensures the growth and safety of all recreational facilities managed by Jackson County

During emergencies, natural disasters, local state of emergencies, and emergency operations center activations, this position is considered essential and will be required to be present before, during, and after the events.

Performs other related work as required.

Qualifications and Education Requirements

Bachelor’s degree from accredited college with three or more years of government operations; or any equivalent combination of training and experience which provides the required skills, knowledge and experience and abilities.

Knowledge, Skills, and Abilities

Knowledge of the occupational hazards in labor and equipment operation and the necessity of applicable safety precautions.

Knowledge of the standard tools and practices used in general labor work and in building and park maintenance.

Knowledge of mathematical calculations.

Ability to assess budgetary needs and manage budgets.

Ability to understand policies and procedures.

Ability to plan program activities.

Ability to determine work priorities and ensure proper completion of work assignments.

Ability to conduct inspections of park facilities and grounds, recycling equipment and maintenance.

Ability to operate a personal computer effectively.

Knowledge of the methods, principles and practices of Water/Wastewater construction, repair and operations.

Knowledge of the operation of motorized equipment used in the construction and repair.

Knowledge of the occupational hazards and the proper safety precautions involved in construction, repair and operation.

Ability to communicate effectively both orally and in writing.

Ability to maintain complete and accurate records and to develop meaningful reports from those records.

Ability to establish and maintain effective working relationships as necessitated by work assignments.

Knowledge of County and State animal control regulation

Physical Requirements: Must be physically able to operate a variety of equipment including, laboratory, computers, utility related software, electronic locating devices, two-way radio, etc. Must be physically able to operate a motor vehicle. Requires the ability to maintain body equilibrium when bending, stooping, crouching, climbing, reaching and/or stretching arms, legs or other parts of body, and to physically maneuver over and/or upon varying terrain, surfaces or physical structures. Ability to work in any/all climate conditions. Must be able to exert up to 40 pounds of force occasionally, and/or up to 15 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are consistent with those for moderate work.

Data Conception: Requires the ability to compare and/or judge the readily observable, functional, structural or compositional characteristic (whether similar to or divergent from obvious standards) of documentation of policies and procedure.

Interpersonal Communication: Requires the ability to speak and/or signal people to convey or exchange information. Includes receiving instructions, assignments and/or directions from superiors.

 Language Ability: Requires the ability to read a variety of correspondence, reports, forms, manual, invoices, surveys, etc. Requires the ability to prepare correspondence, reports, forms, meeting minutes, news releases, purchase orders, etc., using prescribed formats and conforming to all rules of punctuation, grammar diction, and style. Requires the ability to speak to people with poise, voice control and confidence.

 Intelligence: Requires the ability to apply rational systems to solve practical problems and deal with a variety of concrete variables in situations where only limited standardized exists; to interpret a variety of instructions furnished in written, oral diagrammatic, or schedule form.

Verbal Aptitude: Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in standard English.

Numerical Aptitude: Requires the ability to utilize mathematical formulas; to add and subtract totals; to multiply and divide; to determine percentages and decimals; to interpret graphs; and to compute discounts, interest, profit and loss, and ratios and proportions.

Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width, and shape.

Motor Coordination: Requires the ability to coordinate hands and eyes rapidly and accurately in using automated office equipment.

Manual Dexterity: Requires the ability to handle a variety of items, office equipment, control knobs, switches, etc. Must have minimal levels of eye/hand/foot coordination.

Color Discrimination: Requires the ability to differentiate between colors and shades of color.

Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with persons acting under stress.

Physical Communication: Requires the ability to talk and/or hear: (talking: expressing ideas by means of spoken words; hearing - perceiving nature of sounds by ear). Must be able to communicate via telephone.
