Subsidy Specialist

Reports to Eligibility Manager (York) or Child Care Works Manager (Lemoyne)

Primary Contacts CCC staff, clients, child care providers, employers, CAO personnel, OIG personnel, DRO, other ELRC agencies and other community agency representatives

Job summary

The Subsidy Specialist works under the direct supervision of the Eligibility Manager (York) or Child Care Works Manager (Lemoyne) to determine client eligibility and redetermination for the Subsidy program. The Subsidy Specialist is a casework position for the agency. The Subsidy Specialist holds and demonstrates a strong belief in the mission and vision of the Child Care Works subsidized child care program and all CCC programs.

Summary of job responsibilities:

Maintains a thorough understanding and ability to interpret DHS policies and regulations

Provides information to parents and providers on the available funding for child care services and the eligibility criteria

Determines client eligibility and redetermination for subsidized child care services according to DHS regulations and policies using the PELICAN CCW database

Conducts client appointments for enrollment into the subsidized program, transfer of child care, or as needed by the client

Communicates closely with clients and providers daily

Maintains alerts and tracking system for client data in PELICAN CCW

Utilizes PELICAN CCW to maintain current and accurate case records for each family and child to assure program accountability

Maintains and reports on the waiting list activities

Creates and maintains spreadsheets for DRO, new applications, and flex scheduling

Provides coverage and back-up for co-workers

Attends and participates in agency and Subsidy staff meetings and appropriate training opportunities

Attends appeal and OIG hearings

Represents Community Connections for Children, Inc. and its programs at community events

Promotes and supports the mission, values and goals of Community Connections for Children, Inc.

Maintains high performance standards

Summary of additional TANF/Former TANF Job Responsibilities

Utilizes PELICAN CCW to maintain and process the CIS Inbox and Update box in accordance with DHS policy

Utilizes the CIS to inquire on client information

Reviews the clients AMR’s and EDP’s

Works closely with and maintain positive, collaborative relationship with CAO and EDSI

Attends bi-weekly DST meetings according to rotating internal schedule

Conducts large group meetings at EDSI on a weekly basis according to rotating internal schedule

Ability to independently plan, organize, and complete assigned work correctly and professionally within specified time frames

Excellent organizational skills and the ability to excel at details, multi-task and work under pressure

Understanding of confidentiality issues and ability to maintain a high level of confidentiality in all working relationships

Ability to interpret and apply DHS Child Care Works (Subsidy) regulations

Ability to maintain complete and accurate files and records

Demonstrates a commitment to safety and compliance

Exhibits sound decision making

Proficient computer skills in word processing and spreadsheets (MS Office preferred)

Minimum qualifications and experience

High school Diploma or GED

Associates or Bachelors’ Degree in Human Services or related area strongly preferred

Previous experience in a social service agency preferred

Bilingual preferred

Summary of Essential Job Functions:

Review client paperwork, determine eligibility for services, and re-determine eligibility

Conduct client meetings (individually or in groups)

Ability to communicate effectively with others both orally and in writing

Ability to handle a high volume of walk-in clients in a professional manner with a focus on providing excellent customer service

Ability to input, access, manipulate, and retrieve information from a computer, use a telephone and mobile phone

Ability to travel independently, with a reliable form of transportation, throughout York County and the Harrisburg area

Normal physical demands associated with work in an office environment, including lifting, bending, and carrying

Work schedule

Rotation Schedule: Weeks 1, 2, 3 – 8-hour shift Mon. – Fri., hours as assigned, ½ hour lunch break

Week 4 – 7.5-hour shift Mon. – Thurs., hours as assigned, ½ hour lunch break

Occasional evenings and weekends as needed
