UTILITY SUPERINTENDENT

DEFINITIONTo manage, supervise, and direct the construction, maintenance, repair and upkeep of water distribution, water production, wastewater treatment and wastewater collection systems; and to provide professional and technical staff assistance to the Department Director and Assistant Director.
SUPERVISION RECEIVED AND EXERCISED
  • Receives functional direction from the Assistant Public Works Director.
  • General supervision is provided by the Public Works Director.
  • Exercises direct and indirect supervision over water and wastewater utility field operation staff.
Essential Job Functions
  • Duties may include, but are not limited to, the following:
  • Plan, implement, and direct the work of the water and wastewater division, including water and sewer line construction and maintenance, water production, and wastewater treatment.
  • Monitor program compliance with appropriate Federal, State, and local laws and regulations.
  • Evaluate Division operations and methods used to provide water and wastewater utility services.
  • Prepare and review cost estimates for new service installations and maintenance activities.
  • Order material utilized in the operation of the water and wastewater Division.
  • Respond to a variety of complaints and inquiries from the general public.
  • Coordinate Division programs with other City departments and outside agencies.
  • Review service call requests and determine appropriate action.
  • Assist in the development of plans and specifications for new facilities.
  • Maintain operational and organizational records relating to the Water and Wastewater Division.
  • Prepare and administer the Division budget.
  • Select, train, supervise, and evaluate subordinate personnel.
  • Prepare reports, correspondence, and memoranda.
  • Perform related duties as assigned.
Physical RequirementsFor indefinite periods of time - mobility within an office and field environment; exposure to chemical, dust/mites, fume, odor, explosive, electrical and mechanical hazards; exposure to extreme cold, heat, height, depths and constant noise; walking; twisting body; stooping; standing; squatting; sitting; seeing; running; pushing, pulling, lifting, dragging, and carrying up to 25 pounds; kneeling; reading; decision making; reaching above shoulder level; using both hands for simple and firm grasping; clarity of hearing; communicating clearly and effectively, in person and by two-way radio; fine finger manipulation for writing and typing on a personal computer; operation of a dump truck and a motor vehicle through city traffic.
QualificationsKnowledge of:
  • Methods, materials, and equipment used in the construction, maintenance, and repair of water distribution and wastewater collection system.
  • Basic principles and practices of engineering as they relate to water and wastewater systems.
  • Effective and efficient methods and procedures for scheduling and assigning the work of water and wastewater personnel.
  • Providing effective customer relations.
  • Potable water production including: well operations, chlorination, and storage.
  • Federal and State water quality standards governing both potable and wastewater.
  • Safe operating procedures in the construction and maintenance of water and wastewater systems.
  • Principles and techniques of organization, administration, budget, and personnel management.
  • Computerized work order management systems.
Ability to:
  • Estimate service requirements and implement decisions.
  • Plan, schedule, and direct water and wastewater utility system construction and repair work.
  • Communicate clearly and concisely, both orally and in writing.
  • Understand appropriate codes, laws, and regulations governing the work of the Division.
  • Respond effectively to emergency situations as they arise.
  • Establish and maintain effective working relationships with those contacted in the course of work.
Training And ExperienceFive years responsible experience in the construction and maintenance of water and wastewater utility systems. Three years supervisory experience.
LICENSES AND CERTIFICATES
  • High School Diploma or GED.
  • Possession of, or ability to obtain a Class "B" Water License and a Class "B" Wastewater Treatment Operators License within two years.
  • An Associates or Bachelor’s Degree in Environmental Technology, engineering, business administration, or related field is desirable.
  • Possession of a valid Texas Driver’s License.
