Swinomish Indian Tribe is Hiring a Bailiff Near La Conner, WA

POSITION SUMMARY: The Bailiff/Administrative Clerk works under the supervision of the Chief Judge of Swinomish Tribal Court or their designee. The bailiff maintains the safety, security, neutrality, integrity and confidentiality of the court system. The bailiff prevents potentially life-threatening activities directed toward judges, court personnel, jurors, witnesses, defendants, prisoners and the general public; maintains order in the courtrooms, transports in-custody defendants to and from Skagit County Jail and Nisqually Tribal Jail, and arranges in custody appearances in Court. The Bailiff performs specialized law enforcement and other criminal justice records data entry in national data bases including the TAPS system and NCIC, along with Swinomish Police records, to maintain, verify, update and retrieve case information into tribal, state and federal data bases.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Secures Court by doing a safety inspection of the Courtroom and immediate surrounding areas, ensure the Judge, Court personnel and public are safe, and protected. Assist the public who appear at Court and ensures proper decorum is maintained in the courtroom during proceeding. Announces the judge's entrance and departure into the courtroom. Maintains presence in the Court to observe and analyzes situations for the potential need for intervention and alert to Swinomish Police Department if backup is needed.
  • Restrains, subdues and detains individuals as necessary, until law enforcement arrives. Writes and files reports of all incidences in or around the Court with the Swinomish Tribal Police Department
  • Transports in-custody inmates to and from Skagit Count Jail and Nisqually Jail, and Inpatient Drug Treatment Centers as needed.
  • Supervises in-custody inmates, including juveniles charged with violent and non-violent crimes during court proceedings. Prevents physical contact between in-custody defendants/witnesses.
  • Receives and directs court documents and evidence to and from judges, attorneys, witnesses, and others as directed.
  • Records and provides all necessary paperwork to jail officers regarding inmate dispositions; takes persons into custody upon direction of presiding judge.
  • Performs body searches for weapons and contraband as directed by the Court if necessary.
  • Maintains chain of custody of evidence or marked items admitted in court during trials or hearings, securing them in a locked evidence locker as evidence custodian.
  • Performs daily inspections, searches of courtrooms, judicial chambers, jury rooms, rest rooms, and restricted areas to assure all areas are clear of weapons, drugs and explosive devices.
  • Exercises responsibility for security and presence of jurors during a trial. Retrieves all juror questions and takes them to the Judge as quickly as possible.
  • Required to function as a public information source for persons using court facilities, responding to inquiries with referrals to Court clerks when necessary and giving directions in a professional and respectful manner.
  • Must be proficient and enter extensive data on software platforms required for NCIC, TAPS and any other National or State database. Primary duty is to ensure operational procedures and data entry are consistent with national NCIC standards and required records practices.

Administrative Duties:

  • Enter warrant and protection orders in the National Crime data base TAPS.
  • Establish operational procedures for reporting NCIC statistical data accurately with Tribal Police, and coordinate with the overall quality of crime data collected by law enforcement.
  • Enforce reporting system compliance laws, and carry out validation and audit responsibilities with accuracy and under the required time limits for the required Law Enforcement data bases.
  • Provide systematic and manual support in collecting data for special requests and projects needed for the Tribal Court's operational and administrative needs.
  • Organize, develop, and implement procedures for executing requested administrative assignment given by the Judge.
  • Prepare printouts and reports for court staff, other tribal departments, general public, and other agencies as directed by the Judge or in response to court orders.
  • Because of the Tribes commitment to community service and the well-being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such Duties may or may not be related to their regular responsibilities

MINIMUM QUALIFICATIONS

  • High school diploma or general education degree (GED); College or Junior College attendance.
  • Must have successfully graduated from the Washington State Corrections Officer Academy or the equivalent from a Law Enforcement Training Academy in another state.
  • Must have a minimum of two years’ experience in Law Enforcement.
  • Must achieve and maintain certification in handgun proficiency as certified by the Swinomish Police Department on an annual basis.
  • Must have and maintain proficiency and certification to use Hand Cuffs, Pepper Spray, Taser Device, X-ray Screening machine, Magnetometer, Hand Wand and 2-ways radio
  • Must be able to perform conflict de-escalation, and defense tactics against individuals.
  • Must possess or have the ability to obtain a valid driver's license and be insurable;
  • Must have experience transporting criminal defendants to and from custody.
  • Be qualified to drive Tribal vehicle used to drive while transporting in-custody defendants.
  • Must have First Aid card and CPR certification and keep updated
  • Must have proficiency in data entry of Law Enforcement data bases
  • Must undergo a pre-hire background inquiry sufficient to assure that the candidate can access Federal Law Enforcement Databases.
  • The bailiff must have good communication skills (both oral and written)
  • The bailiff is expected to be proficient in Microsoft office applications, as well as applicable database applications for Court requirements.
  • Must pass a pre-hire drug test.
  • Ability adjust schedule to work varied hours as the needed.

REQUIRED KNOWLEDGE, SKILLS AND DUTIES

  • Must have working knowledge of applicable laws, rules, and regulations relating to law enforcement records; law enforcement codes and terminology; law enforcement database applications; criminal justice system terminology and proceedings;
  • Required to understand the functioning of Federal, State, Tribal and Local courts and their Jurisdictions.
  • Prior experience working in the legal environment of a tribal organization
  • Experience with Full Court Enterprise and For The Record
  • Experience with ACCESS Certification
  • Experience with Federal TAPS database system,
  • Must have knowledge of court records operations and law enforcement information systems, including knowledge of Federal, Tribal and state statutes governing confidentiality of court records and the liability involved for lack of discretion.
  • Confidentiality, honesty, accountability and transparency are required as personal traits for a court bailiff in this position.
  • Must be proficient in spelling, grammar and punctuation abilities; modern office management practices and methods; computer equipment, and computer software applicable to assignment.
  • Ability to efficiently scan, copy and distribute sensitive information to a variety of appropriate parties such as attorneys, police, jails, probation officers and other entities or outside agencies
  • Requires one or more of the following: prolonged sitting, standing, walking, and running, ascending and descending of stairs, both inside and outside

WORK ENVIRONMENT AND TIME COMMITMENT

  • Work schedule is 40 hours per week. This is a full-time position.
  • Tasks are performed mostly indoors in an office environment.
  • Considerable time may be spent at a computer work station in the performance of administrative tasks.
  • Work may be performed under highly stressful conditions, and may involve extended periods of sitting, standing or walking.
  • Must attend training periodically, some travel required, to maintain and update skills.
  • Must transport in-custody inmates to and from Jail to Court.

EMPLOYMENT CONDITIONS

The Personnel Policies and Procedures of the Swinomish Indian Tribal Community apply to all employees. The position of Bailiff is considered to be an exempt “standard hour” position. All offers of employment are contingent on the successful completion of a drug and alcohol screening. If the position involves regular contact with or control over children or elders, then a successful applicant must also meet minimum standards of character based on an extended criminal background check.
