Western Area Power Administration is Hiring a Realty Specialist. Near Lakewood, CO

Duties
As a Realty Specialist, some of your duties will include:
  • Develop, recommend and implement land and land rights acquisition policies, standards and procedures for adoption by WAPA and at times develop new theories associated with ROW acquisition.
  • Act as WAPA coordinator, liaison and technical expert in land activities dealing with Federal land management agencies such as the BLM, Forest Service, National Park Service and Bureau of Indian Affairs.
  • Be responsible for program implementation of WAPA's land management functions, federal and/or private, in consultation with the Lands Manager, including guidance and direction to Realty Specialists to perform tasks that support the NRO's priorities.
  • Lead project teams with regards to acquiring necessary land rights for maintenance and construction projects and ensures land rights are maintained for transmission facilities, and in office projects such as database management, process and policy documentation/SOPs, and gathering or developing information for various reporting requirements.
  • Serve as a technical lead for other realty specialists within the NRO and in WAPA regions.
  • Lead the team in identifying, distributing and balancing workload and tasks among employees; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final product.
RequirementsConditions of Employment

  • The incumbent is required to submit a Confidential Financial Disclosure Report (OGE Form 450), upon selection and annually thereafter.
  • The incumbent must be able to obtain and maintain the required DOE/WAPA certification to serve as a Contracting Officer Representative (COR) or Contracting Officer Technical Representative (COTR).
  • This position requires the ability to operate a Government vehicle. The incumbent must be able to obtain and maintain Defensive Drivers certification and have a valid state driver's license, in order to visit field sites, some of which are remote or in locations affected by natural disasters. Defensive Driver's Training will be completed upon employment.
  • During field site visits, the incumbent may be subject to inclement weather conditions such as high temperatures, rain, sleet, snow, and extreme cold.

SPECIALIZED EXPERIENCE: Applicants must possess one year (52 weeks) of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. The experience need not have been in the federal government.
Applicants Must Have One Year (52 Weeks) Of Specialized Experience Equivalent To The GS-12 Grade Level Or Equivalent Pay Band. This Experience Includes All The Following
  • Interpreting real estate laws, regulations and policies that pertain to the execution and delivery of asset management products and services.
  • Executing real estate transactions, including land and fee interest acquisitions, leases, disposals, out grants, easements, license agreements and other realty instruments.
  • Participating in proposed facility's route planning and providing technical findings to identify land ownership, land status, title encumbrances and identifying other federal, tribal government reservations, state, county or city laws, regulations, policies or processes that may be required to acquire legal access.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
PHYSICAL DEMANDS: The work is primarily sedentary, although considerable travel is required throughout WAPA's 15-State service area. Travel can include a significant duration of time driving government owned vehicles, on a same-day and overnight basis, throughout the Rocky Mountain Region and CRSP-MC territory including Colorado, Wyoming, eastern Utah, northern Arizona, northern New Mexico, Kansas and eastern Nebraska, or other WAPA areas. Fieldwork may involve walking or climbing over rough and mountainous terrain. Desert summertime temperatures may exceed 100 degrees while winter temperatures in mountainous areas may drop below 0 degrees. Such field visits are not sustained over long periods. Intermittent physical exertion such as walking over rough terrain while field inspecting properties, standing for long periods of time and carrying of light items is also required.
WORK ENVIRONMENT: Work is generally performed in an office environment with the exception of occasional field trips that require on-the-ground tasks. There are no unusual hazards to which the incumbent would be exposed to, with the exception of some discomfort associated with extreme temperatures or wet conditions that may cause slippery footing. There may also be some emotional discomfort due to encounters with irate landowners or other representatives who have an extreme dislike for the Federal Government or transmission line projects.
