As a Grants Manager with the Missouri Department of Health and Senior Services you will play a vital role in ensuring programs receive valuable resources to implement projects and provide services to Missourians. This highly organized, attentive to detail professional will work with the various divisions across the department to plan, execute and manage grant implementation plans; research best practices; monitor funding usage; and track results. This Grants Manager will also enjoy project management; communication and partnership with internal and external stakeholders; and showcasing the Department's successes.

What you’ll do:

  • Assist programmatic staff in deploying implementation plans to positively impact federal grant deliverables through coordinating with stakeholders; facilitating meetings and discussions; and drafting and executive request for proposals, monitoring contracts and budgets to achieve workplan completion.
  • Provide consultation and technical assistance to Department staff and subcontractors on all aspects of grants and cooperative agreements management.
  • Work with Department fiscal staff to track grant expenditures; and revise budgets.
  • Oversee and provide guidance to two grants coordinators.
  • Maintain a cloud-based grants management tool to provide internal stakeholders details on the progress of meeting grant deliverables and expending funds.
  • Create materials that showcase the return on investment of this work and use of funding by producing Tableau dashboards and impact statements.
  • Develop implementation plans from grant workplans to assist programmatic staff in achieving grant deliverables.
  • Research best practices, lessons learned and identify projects to ensure funds support creating positive impacts to Missouri’s public health infrastructure and workforce.
  • Assist programmatic staff in requesting revisions to federal grant application workplan and budgets.
  • Provide technical assistance to programmatic staff on state procurement regulations.

All you need for success:

Minimum Qualifications

  • Bachelor’s degree and 6 or more years of relevant experience. (Substitutions are allowed).
  • Experience with federal grants including drafting applications, implementation plans, budgets, fiscal cycles, reporting; and understanding fiscal cycles and guidance requirements.
  • Experience with state procurement regulations, and in particular contract development, execution and monitoring.
  • Expertise in Microsoft Excel, Tableau and grant and contract tracking tools, preferred.
  • Project management experience is optimal, but not required.
  • Skill in drafting proposals, impact statements and identifying process improvement opportunities.
  • Ability to communicate clearly, develop relationships, problem solve and facilitate meetings.
  • Solid analytical, writing, and editing skills.
  • Strong critical thinking, organizational and time management proficiencies.
  • Proven ability to handle confidential information with discretion and be adaptable to various competing demands.
