POSITION OVERVIEW

The CPO is directly responsible for overseeing operations across all programs. This responsibility includes utilization of the strategic plan as a guide to improve existing programs, implement new programs, and ensure quality and effectiveness. The CPO ensures that all program directors and senior leaders are engaged and responsive with agencywide initiatives developed in partnership with programs. The CPO fully integrates all IHC programs, including the sharing of staff resources, space, technology, and administrative support. This role requires the balance between being extremely detail oriented (to be able to manage efficiencies and balance the budget) while guiding and leaving space for direct reports to work autonomously. The CPO works closely with all administrative departments to lead efforts and initiatives designed to increase quality and effectiveness and/or maintain a healthy fiscal climate. The CPO also advises the Chief Strategy and People Officer around realistic implementation dates and magnitude of change that can be supported by infrastructure, or they strategize and pivot together to create the infrastructure that will accomplish agency success. The CPO collaborates with the CFO to fulfill fiscal expectations.

The CPO will bring deep knowledge of agency operations and the skills to hold program leaders accountable and operating with integrity. The CPO also ensures a very close relationship and collaboration with the Development Department, from providing grant content (and understanding the strategy around grant writing) to hosting volunteers to attending fundraisers.

The CPO reports to the Chief Executive Officer, is a member of a four-person Executive Team and has an average of 6-8 direct reports. This is a full time in-person exempt position. The CPO works a flexible schedule to meet the needs of the programs including non-traditional hours when acuity demands a more senior presence in 24/7 programs. The position is responsible for a second layer on call administrator level (limited calls).

specific responsibilities

  • Implement program operations in a way that will foster effectiveness, consistency, clarity, compliance, and strategic alignment
  • Foster a high-performance operational culture characterized by collaboration, effective talent utilization, and partnership across program and functional areas
  • Ensure programs are proactively and boldly exceeding performance goals, advancing mission, and promoting its vision
  • Embody and foster a culture that celebrates accountability, develops individuals to become the next generation of leaders, and creates an environment that is welcoming, warm, and collegial while adhering to the highest standards of excellence
  • Evaluate the performance of program leaders and engage with Talent Department on identifying succession planning and talent mapping
  • Lead IHC’s pursuit of the highest level of program quality, informed and shaped by outcomes-based data and evidence-based practice
  • Directly contribute and provide oversight of program leader content for grants that aligns with fiscal and strategic priorities
  • Partner with CEO to deepen existing funder relationships, cultivate new payers, and gain new contracts from existing payers
  • Look for, and then pursue innovative opportunities for us to partner with other agencies in ways that are mutually beneficial and helpful to those we serve
  • Work closely with Talent Management to design a financially responsible plan to recruit and retain high quality and motivated staff
  • Ensure that AVPs and program directors are effectively managing budgets and income forecasts
  • Partner with the finance and accounting staff to sustain efficient, effective, and transparent financial tracking and reporting processes
  • Promote organizational strengths and mediate vulnerabilities during managerial, improvement, or growth shifts
  • Maintain close relationship with Program Committee of the Board and attend all board meetings

QUALIFICATIONS


  • Master’s degree and independent license in human service field strongly preferred
  • Minimum 5-7 years in a senior management role leading behavioral health programs
  • Additional business degree or business classes preferred
  • At least 5 years of experience managing budget of $15M or more
  • At least three years of experience with grant writing strategy as linked to fiscal health
  • Preference will be given to those who have experience in nonprofit organizations that provide overnight, day, and ambulatory mental health services for children
  • Passion for the mission and values of Italian Home for Children
  • Experience in high level process and operations management and improvement
  • Past leadership experience representing an organization to external audiences
  • Demonstrated success in building new programs, expanding existing services, and integrating services to improve quality and/or reduce cost
  • Competency with complex budgets and responding effectively to financial results
  • Proven track record of developing successful partnerships with other organizations
  • Creative, independent, and strategic thinker
  • Conducts oneself with utmost integrity and honesty
  • Commitment to the highest quality of client care
  • Experience with census (volume) based and productivity based programs preferred
  • Exceptional collaboration skills and teamwork
  • Excellent computer skills, including Microsoft Office and financial software
  • Self-starter with a proven ability to meet and complete multiple tasks with solid deadlines
  • Maintain strictest confidentiality with respect to agency, employee, and client information; adhere to all HIPAA guidelines and regulations
