U.S. Department of the Treasury is Hiring a Human Resources Specialist Near Hyattsville, MD

Duties
As a Human Resources Specialist, You Will
  • Provide a full range of employee relations (ER) and labor relations (LR) or Performance Management advisory services to all levels of management, concerning adverse, disciplinary, and performance-related actions, including high profile or extremely complex cases that have the potential to affect the image of Fiscal Service or negatively impact its mission.
  • Analyze and solve complex and/or sensitive issues where ER or LR or Performance Management policy decisions and guidance may have an impact throughout Fiscal Service.
  • Plan develop, implement, and evaluate strategic plans, policies, and priorities relative to ER and LR.
  • Serve as the policy expert in support of assigned ER and LR Human Capital programs, policy and special initiatives.
  • Review legislation, executive orders, policy statements of higher authority, and Office of Personnel Management (OPM) proposed rules and regulations to determine the impact on Fiscal Service ER and LR or Performance Management programs.
  • Develop or recommend policy or guidance that supports effective and efficient program operation throughout Fiscal Service.

  • A one year probationary period may be required.
  • Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years.
  • Public Trust - Background Investigation will be required.
  • Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
  • Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
  • If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
  • Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
  • Obtain and use a Government-issued charge card for business-related travel.
  • This position requires that the successful candidate undergo personnel vetting, which includes a background investigation and enrollment upon onboarding into "Continuous Vetting." Enrollment in Continuous Vetting will result in automated record checks being conducted throughout one's employment with Treasury. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. For The GS-13, You Must Have One Year Of Specialized Experience At a Level Of Difficulty And Responsibility Equivalent To The GS-12 Level In The Federal Service. Specialized Experience For This Position Is Defined As
  • Experience interpreting and applying provisions of the United States Code of Federal Regulations, executive orders, laws, or agency human resources policies and procedures and determining their applicability to resolve a variety of employee conduct, performance and grievance issues; AND
  • Experience conducting research and analysis related to employee relations or labor relations to provide direction and guidance; AND
  • Experience independently preparing and conducting training or presentations related to employee relations or labor relations to high level officials.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
