Job Description – Cost Control ManagerGeneral DescriptionAs a Cost Control Manager, you will assist with Baseload Project Cost Control (budget management, cost management, trending analysis and forecasting, change management and risk management) during the design and construction phases of baseload projects. Key to this role will be the ability to effectively liaise between Project Management, Project Scheduling, and Project Accounting regarding Cost Analysis to ensure appropriate cost information is consistent, accurate and reliable. Work assignments may include multiple concurrent projects of various sizes and at multiple location across the US. While not otherwise involved in project-specific work, the Cost Control Manager will support other project and proposal efforts.The Cost Control Manager will have responsibilities as follows:General Cost Control Management Duties
  • Lead and mentor a team of junior cost specialist and assist with staff development in cost control processes and procedures
  • Adheres to internal standards, policies, and procedures
  • Supports internal and external audits
  • Responsible for ad hoc requests and inquiries, as required
Specialized Cost Control Management Duties
  • Providing support to Project Teams throughout the project lifecycle
  • Assist staff with developing budgets from original estimates and through to project completion
  • Review and approve trending analysis and forecasting of all baseload projects
  • Reviewing and validating data with baseload cost specialists for cost reporting data, incurred cost, earned value and forecast
  • Assisting with change management and control of total project costs (Quanta operating units (OpU’s), general contractors, direct suppliers, and professional appointments)
  • Analyzing projects to ensure that project funding is adequate by performing estimates, cost forecasts, cost trends, and accrual of actual costs
  • Completing cost validation and risk management activities on an as needed basis
  • Monitoring and audit compliance of junior staff for all cost related requirements
  • Monitor compliance of maintained professional services staffing plans for baseload projects
  • Reconciling program and project cost data with the internal ERP and financial controls systems
  • Interface with finance and accounting for understanding and forecasting all revenue and project cost expenditure, revenue recognition, customer invoicing, cash flow and cash calls for baseload projects
  • Providing business unit level reports including detailed analysis of project cost and changes
  • Participate in the monthly Project Financial Status Review (PFSR)
  • Presenting results of cost analyses to senior staff and clients
  • Ability to be solely responsible for all cost control duties and staffing requirements for the baseload portfolio of projects
Required Experience and Education
  • Bachelor’s degree in Construction Management, Engineering, Business or related field; or extensive Project Cost Control and industry experience,
  • 10 years of project cost control experience with multi-year design and construction projects, specifically in the EPC space.
  • Managing and mentoring a group of junior cost specialists
  • Thorough knowledge and proficiency of EcoSys,
  • Strong knowledge of Microsoft Office Suite.
Preferred Experience and Education
  • JDE experience will be advantages

  • Thorough understanding of project cost control activities and reporting

  • Strong organizational and time management abilities; capable of managing multiple priorities simultaneously
  • Innovative individual with pro-active, analytical approach to problem identification and resolution
