GENERAL STATEMENT OF DUTIES
GRADE: 15
To work cooperatively with the Director and Coordinator of Finance in administering the business affairs of the division in such a way as to provide the best possible educational services with the financial resources available.
SUPERVISION
Work is performed under general supervision of the Coordinator of Finance.
This is a single position professional level accounting classification assigned only to the central office.
Hopewell City Public Schools policies, procedures, IRS legislation and regulations, GASB, supervisor’s instructions.
The work involves a wide range of contacts with employees, supervisors, vendors, school and department staffs, and the general public, insurance companies, retirees, VDOE, IRS, Hopewell City Finance Department.
Monitors federal program compliance by developing compliance checklists, reviewing federal financial reports to ensure accuracy and compliance with time-lines, and monitoring the federal revenue received throughout the year.
Receives and deposits monetary transactions, provides cash receipts control, oversees deposits and monitors timely posting of revenues for all system funds.
Processes health insurance credits.
Reconciles cash with Treasurer's Office on a monthly basis.
Monitors the recording of all transactions into the accounting system and reconciles all subsidiary records to the general ledger.
Administers health and dental enrollment changes for retirees. Monitors the administration of COBRA.
Processes 1099's.
Performs related work as required, or assigned.
Basic knowledge of technical government accounting, financial procedures, practices, regulations, policies, payment schedules and recordkeeping practices, and of office procedures, routines and equipment of a school division business office.
Good knowledge of current insurance, VRS and tax law, and changes.
Ability to understand and follow complex oral and written directions.
Ability to operate computer terminal keyboard with accuracy and at a reasonable speed.
Ability to communicate clearly and concisely, both orally and in writing.
Ability to work with a high level of accuracy.
Good organizational, human relations and communication skills.
Possession of a bachelor’s degree in accounting preferred, and some experience in accounting and financial management in a public or private business agency; or any equivalent combination of education and experience that would provide the above noted knowledge, skill, and ability.

Work involves exposure to normal, everyday risks in an office environment.
