Code Enforcement Officer (Part-time)

Job Summary

The Liberty County Board of Commissioners is seeking motivated candidates for the part-time position of Code Enforcement Officer within the Building and Licensing Department. This position is responsible for enforcing various County’s zoning and nuisance ordinances and processing of mobile homes delinquencies.


Major Job Duties

Inspects compliance with zoning ordinances and land development regulations, lot requirements, and setbacks.
Responds to and investigates complaints of zoning code violations and participates in zoning code violation hearings as required.
Notifies responsible contractor, subcontractor, or homeowner of code violations and discusses possible options to correct violations.
Conducts follow-up inspections to determine code compliance; prepares non-compliance cases for court.
Performs inspections on existing structures for demolition and substandard purposes; gives oral and written reports.
Assists in maintaining all zoning regulations.
Assists in maintaining files of complaints, re-inspections of complaints, enforcement notes, and required reports; compiles status reports on specific assignments and mobile home delinquencies as requested; assists with office support duties as required.
Issues citations for zoning, code and ordinance violations, and mobile home delinquencies.
Assists in preparing and sending letters to property owners with overgrown lots, abandoned vehicles, and abandoned premises.
Performs department vehicle routine maintenance duties such as washing; checking fluids, belts, hoses, tires, and battery; and changing tires.
Assists with disaster preparedness plans; suggests damage control activities; conducts inspections of damaged property.
Performs on-site inspections of properties to determine compliance with various ordinances concerning litter.
Inspects existing structures for potential violations of safety or sanitation.
Answers inquiries and advises the public on the provisions of code related matters; provides assistance to assist in achieving compliance.
Works with various County offices concerning the processing of delinquent mobile
homes.
Makes Court appearances for citations issued
Performs other related duties as assigned.


Knowledge, Skills, and Minimum Qualifications

Knowledge Required
  • Relevant county nuisance and zoning ordinances
  • Georgia laws and procedures pertaining to mobile home identification, billing, and collection
  • Liberty County Codes concerning Mobile Home lot regulations; locations; building & licensing permitting; registration; and Tax Commissioner Decals
  • Construction industry standards
  • Geography of the county, including subdivisions, roads, and street names

Minimum Qualifications
  • High school diploma or GED required.
  • More than one (1) year of related experience required.
  • Possession of a Georgia Class C driver's license and acceptable MVR.


Physical Demands

  • The work is typically performed while sitting, standing, walking, bending, crouching, or stooping.
  • The employee occasionally lifts light and heavy objects, climbs ladders, uses tools and equipment requiring a high degree of dexterity, and must be able to distinguish between shades of color.
  • Typically performed in an office and at field locations where the employee is exposed to dust, dirt, construction machinery, noise, irritating chemicals, and inclement weather.
  • The work may require the use of protective devices such as hardhats.


Salary & Benefits

The position of Code Enforcement Officer is part-time at a starting hourly pay of $20.68 (Grade 14A).

The Building and Licensing Department is located in the Liberty County Courthouse Annex in downtown Hinesville. This position involves a combination of office and field work.

The typical schedule is Monday through Friday working between 5 to 6 hours per day (for a maximum of 28 hours per week). The schedule will be coordinated through the Building and Licensing Director.
