Thayer County Health Services, Thayer County, NEPOSITION SUMMARY:This position contributes to the fulfillment of Thayer County Health Services vision and mission by being responsible for all aspects of the payroll functions and processing of payroll in the accounting department.
SUPERVISION: Reports to the Controller. SHIFT: Full-Time, Non-Exempt, Days
JOB QUALIFICATIONS:
  • High School education or equivalent required.
  • Associate Degree in Accounting related field or equivalent of 3 years work experience in payroll functions preferred.
  • Computer skills, including Microsoft Word, Excel, Power Point, and Outlook (internet) preferred.
  • Critical thinking, detail oriented, and prioritization skills required.
  • Expertise in customer service, problem solving, and communication (verbal and written) required.
PRINCIPAL RESPONSIBILITIES:
  • Responsible for all payroll functions.
  • Works closely with HR to set-up and verify all employee data is entered correctly into both the Time & Attendance and Payroll software.
  • Enters/Verifies employee payroll changes prior to processing each payroll.
  • Assists/Instructs Supervisors/Directors/employees on the Time & Attendance software and timesheet changes/corrections.
  • Ensures that all electronic timesheets are complete and approved each payroll.
  • Moves electronic timesheet data from the Time & Attendance software into the payroll software.
  • Processes each payroll, to include the calculation of hours, wages, taxes and payroll deductions/benefits.
  • Prints paper payroll checks and creates electronic pay stubs, along with payroll check register and payroll reports.
  • Uploads electronic payroll file to bank and online pay stub software.
  • Posts payroll data each payroll for quarterly and annual reporting for the calendar year.
  • Calculate and pay payroll taxes for Federal, State and FICA-M each payroll.
  • Create retirement file and Upload online for each payroll to submit data and payment information.
  • Updates Bank Registers for Controller with payroll information for funding needs.
  • Transfers funds as needed for payroll each pay period.
  • Files payroll reports and distributes various payroll data/information as needed after the completion of each payroll.
  • Assists with reconciliation of payroll accounts and prepares journal entries each month.
  • Creates Wage & Hour Report and Calculates the PTO and Payroll Accrual each month for the CFO.
  • Prepares quarterly reports for Federal, State and Unemployment.
  • Works with software vendors as needed for problem solving, new procedures and payroll changes/corrections.
  • Assists HR with Open Enrollment for insurance, annual pay increases, and Retention Program.
  • Assists with the annual Audit and Cost Report for all payroll reporting, inquiries and questions.
  • Responsible for all payroll year end data and W-2 processing, distribution and uploads for Federal and State.
  • Interacts and effectively communicates with staff, directors and employees concerning payroll and answers any payroll questions they may have.
  • Prepare and distribute payroll reports as needed throughout the year to Administration and the correct affiliate requesting the reports.
  • Performs other duties as required or assigned.

  • Will conform to TCHS policies and procedures.
  • Maintain confidentiality and compliance with HIPAA.
  • Understand and comply with the requirements of Thayer County Health Services’ Compliance Program, including, but not limited to, the Code of Conduct, and the Compliance Manual. All supporting policies for compliance and compliance plans.
  • Participate in all education and training programs regarding compliance as required by organizational policy and as requested by supervisor.
  • Demonstrates formal greetings with patients, visitor and TCHS staff.
  • Willingly accepts new responsibilities and cooperates with implementation of change.
  • Dresses in neat, clean professional attire according to Dress Policy; maintains high personal hygiene standards.
  • Demonstrates respect, integrity, compassion, and excellence through a “We Care” philosophy with all patients, visitors, and TCHS staff.
