Are you an experienced construction manager seeking an opportunity to take the lead on your next major infrastructure project? The City of Gunnison is launching a multi-phased water system improvement program, totaling approximately $50 million, over the next 5 to 7 years. The program includes a new water treatment plant with the capacity to treat 6 MGD. The City prides itself on taking ownership of its capital projects and needs a highly qualified professional to serve as the primary, responsible program manager on this critical investment in water infrastructure.

The Construction Manager will have oversight of all phases of the program from overall program development and funding to design, construction, and close-out. The ideal candidate will possess skills in time management, budgeting, planning, leadership, and effective coordination. Extensive industry experience and an educational background in civil engineering and/or construction is preferred, as well as a record of excellent contract and grant management, negotiation skills, and problem-solving on large scale projects. The City has not yet determined a project delivery method but anticipates that progressive design-build or construction management at-risk will be utilized and is therefore seeking a candidate with experience in alternative delivery methods. Professional engineering license is NOT required.

General Purpose:
Provides professional-level technical oversight of contracts, design, and construction in support of the City’s water system capital improvement program. This is a temporary, full-time position that is anticipated to be renewed annually to support a 5 to 7 yearlong, $50 million multi-phased design and construction program.
Essential Duties and Responsibilities:
This position serves as the primary, responsible program manager on various water system capital improvement projects including oversight of all phases from overall program development and funding to design, construction, and close-out. This position works in close coordination with the Public Works Director, Water/Wastewater
Superintendent, Finance Director, funding agencies, consultants, engineers, architects, contractors, and public.
Other Duties and Responsibilities:

  • Plan and implement the design and construction of capital improvement projects.
  • Oversees and coordinates capital improvement projects including contract administration.
  • Manage all program consultants and contractors, serving as the City’s designated Construction Manager.
  • Report to program team on all elements associated with risk, scope, schedule, budget, and cost.
  • Serve as liaison for the Public Works Department with other City divisions and departments, outside agencies and boards, and external stakeholders.
  • Review plans, specifications, bids, equipment procurement, easements, permits, RFI’s, time requests, submittals, etc. necessary to carry out daily duties associated with the capital improvement project.
  • In conjunction with the purchasing team, assist in preparing solicitation and contract documents for projects, as assigned.
  • Manage meetings and correspondence with stakeholders; review and approve pay applications; review and resolve change order requests; review record drawings and complete project closeout activities; facilitate effective communication and collaboration with all stakeholders.
  • Coordinate with contractor and/or engineer of record to develop, evaluate, and maintain the project schedule to avoid potential delays, achieve milestones, and meet completion dates.
  • Verify and enforce adherence to design and construction standards and specifications for quality control and assurance through regular inspections and other quality control measures.
  • Identify and resolve issues in a timely manner.
  • Track and monitor expenditures to ensure projects stay within budgetary constraints.
  • Maintain and keep organized the project records including daily diaries, material test reports, meeting minutes, manufacturer certifications, progress reports, and other project related documents.

Job Qualifications

Required Bachelor's degree in construction management, engineering, or related field. Requires a
Education and minimum of (5) years of responsible construction management experience. Alternative
Experience: delivery experience preferred.

Other Valid driver’s license

Necessary
Requirements: Maintain a positive representation of the Department and City to other City staff, contractors, other agencies, and members of the public.

Necessary Knowledge of standard design and construction contract management, including

Knowledge, but not limited to various forms of contractual documents, RFIs, submittal

Skills and processes, pay applications, schedule of values, and change orders.

Abilities: Knowledge of logic-based, critical path scheduling.

  • Civil, general building, and underground utility construction methods.
  • Standard project documentation and control methods.
  • Environmental regulations and permitting processes.
  • Basic principles and practices of municipal budget preparation and administration.
  • Administering and reporting of state and federal grants.
  • Pertinent Federal, State, and local laws, codes, permits and regulations.
  • Occupational hazards and standard safety practices, including First Aid/CPR/AED and OSHA 10 certification within 6 mo. OSHA 30 certification is a plus.
  • Modern office procedures and methods, including Microsoft Office, Microsoft Excel, and other basic computer skills.
