Description
The Kentucky Registry of Election Finance is an independent agency of state government, established by the Legislature to ensure fair elections by way of oversight of campaign finances. The Registry has jurisdiction over campaign finance laws for all candidates and political committees and is responsible for providing daily guidance to those individuals and entities. The agency also provides training seminars concerning campaign finance, receives copies of filing papers from County Clerks and the Secretary of State, serves as the repository for all required reports, and verifies that all receipts and expenditures comply with campaign finance statutes.
The Auditor II is a highly skilled member of the Registry’s staff who performs professional audits in the analysis of financial and statistical records, reports and statements, and accounting policies and procedures of agency internal operations and of campaign accounts for compliance with state laws, regulations, and policies; and performs other duties as required.
Duties and Responsibilities for the Auditor II:
  • Performs comprehensive compliance audits of gubernatorial slates and statewide candidates and others as assigned, including complex field audit work, and assists with desk reviews of campaign finance statements and investigations involving campaign finance data. Applies professional auditing standards, methods and procedures to identify, analyze and make recommendations.
  • Conducts studies and serves as support for ongoing analysis of agency policies and agency responsibilities and functions, designs projection models, analyzes data for which the agency is responsible, and gives guidance to agency management involving formulation of budget and other fiscal needs. Assists in developing sections of the audit program and in drafting the final audit report.
  • Identifies and analyzes major policy issues, advises Registry Board and legislative committees on national trends and global statistics which compel policy changes, assists with formulation of agency policies, and reviews and advises Registry Board and management staff on effectiveness of various agency programs. Makes recommendations concerning improvements in operational efficiency.
  • Examines and tests ledgers, journals and other books of original entry for compliance with federal and/or state policies and regulations. Prepares work papers and accumulates documenting evidence in support of audit adjustments, recommendations, and reports.
  • Reviews court decisions, legal opinions, administrative regulations, statutes, and proposed legislation to identify impact on agency programs and offers policy recommendations. Maintains a working knowledge of federal and state policies and regulations governing the programs, reports and statements to be audited.
  • Prepares and conducts presentations and training relating to campaign finance laws for the media, public and regulated community. Assists in explaining findings to agency officials, third parties and other interested parties. Keeps abreast of current audit standards.
  • Performs other duties as assigned.

Minimum Requirements
EDUCATION: Graduate of a college or university with a bachelor's degree (which includes twenty semester hours or thirty quarter hours in accounting).
EXPERIENCE, TRAINING, OR SKILLS: One year of professional auditing experience.
Substitute EDUCATION for EXPERIENCE: NONE
Substitute EXPERIENCE for EDUCATION: Certification as Certified Public Accountant or as a Certified Internal Auditor will substitute for the required education.

Working Conditions
Incumbents working in this job title perform work in an office setting. Frequent travel to audit site required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
