Job Title: Network Administrator IV

SUMMARY
Joint Interoperability Test Command (JITC) Test Evaluation and Certification II Services (TEC II) contract provides technical solutions for the DOD in support of Test and Evaluation (T&E) services and T&E enabling services. JITC’s service requirements are categorized in the following areas:
T&E Performance Requirements, T&E Capability Management Requirements, T&E Capability Requirements, and Overarching Contract and Task Order (TO) Requirements. TEC Services are provided to DoD Combatant Commanders/Services/Agencies, federal and state agencies, coalition partners, and commercial entities to aid in the design, development, acquisition, integration, deployment, operational use, and sustainment of new and enhanced IT/NSS capabilities.
Establishes, configures, maintains, and supports internal and/or external networks for the organization. Develops and maintains all systems, applications, security, and network configurations. Conducts network capacity and performance analysis. Recommends upgrades, patches, and new applications and equipment. Directs and supports activities of the network control function of the organization. Determines service quality levels for network transmission and performance and ensures the established levels are met. Troubleshoots network performance issues and recommends corrective actions. Identifies and resolves problems associated with server hardware/software and ensures scalability and appropriate integration with other systems. Provides technical support and guidance to network users. Optimizes the functionality of networks and systems, and diagnoses and recovers failed systems. Ensures appropriate network security measures are in place. Responsible for backup or recovery procedures. Creates and maintains a disaster recovery plan.
May be responsible for directing the work of system administrators who provide the day-to-day system administration to include system and resource optimization, and user assistance.
This level is intended to coincide with DoD 8570.01M IAT/IAM/IASAE Level II and the Contractor must comply with the associated qualification and certification requirements. Must be familiar with a variety of systems administration concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks. A certain degree of creativity and latitude is required. Works under general supervision. Typically reports to a project leader, supervisor, or manager. Must be adept at problem solving, identifying risk, and communicating results and recommendations to department management.
JOB DUTIES AND RESPONSIBILITIES
· Establish, configure, maintain, and support internal and/or external networks for the organization. Develop and maintain all systems, applications, security, and network configurations.
· Conduct network capacity and performance analysis.
· Recommend upgrades, patches, and new applications and equipment.
· Direct and support activities of the network control function of the organization.
· Determine service quality levels for network transmission and performance and ensures the established levels are met.
· Troubleshoot network performance issues and recommends corrective actions. Identify and resolve problems associated with server hardware/software and ensures scalability and appropriate integration with other systems.
· Provide technical support and guidance to network users. Optimizes the functionality of networks and systems, and diagnoses and recovers failed systems.
· Ensures appropriate network security measures are in place.
· Responsible for backup or recovery procedures.
· Create and maintain a disaster recovery plan. Support TEC II Task Order(s) as assigned based on PWS requirements.
· Operate and maintain telecommunication systems in a UC telecommunication test network for Approved Products List (APL) certification of IP based solutions.
· Configure multiple Session Managers for testing.
· Provide configurations and support changes to UC network and legacy systems.
· Provide test lab associates with systems configuration in accordance with UCR requirements.
· Troubleshoot DISA and JITC UC Network issues.
QUALIFICATIONS
Required Certifications
· Requires at least 1 certification in area of specialization
Education, Background, and Years of Experience
· Requires a Master’s degree; or a Bachelor’s degree and at least 6 years of experience; or an Associate’s degree and at least 8 years of experience. One year of experience can be substituted by 15 semester hours completed towards a Bachelor’s or Master’s degree.

Requires specialized experience in evaluating, analyzing, maintaining, managing, or improving telecommunications system performance. Follows specific layout and diagrams to construct, implement, and operate devices and subunits of equipment. Ensures uninterrupted access to all telecommunication features in support of T&E efforts. Designs, develops, and tests telecommunications software solutions. Reviews, analyzes, develops, installs, and modifies computer operating systems. Analyzes and resolves problems associated with operating systems. Interprets manufacturer manuals or similar documents. Detects, diagnoses, and reports related problems. Provides user training of the telecommunications features and functionality. Makes suggestions to end users regarding communications software and hardware solutions. Demonstrates expertise in a variety of the IT field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of complex tasks. A wide degree of creativity and latitude is expected. Leads and directs the work of others. Typically reports to department management or executive. May provide consultation on complex projects and be a top-level contributor/specialist in their department. Must be an expert at problem solving, identifying risk, and communicating results and recommendations to department management.
WORKING CONDITIONS
Environmental Conditions
· Contractor site with 0%-10% travel possible. Possible off-hours work to support testing and training. General
· office environment with frequent field duty. Work may require standing and walking for up to 50% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and
there are frequently hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed
· within an office environment, with standard office equipment available, or in a tactical field environment.
Strength Demands
· Sedentary – 10 lbs. Maximum lifting, occasional lift/carry of small articles. Some occasional walking or standing may be required. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
