Fallon Paiute Shoshone Tribe is Hiring a Realty Specialist Near Fallon, NV

POSITION DESCRIPTION

Performs work related to trust, fee, and allotted lands, as well as land assignments that may include coordinating the preparation of technical property acquisition, and management documents and reports, real estate maps, and/or legal descriptions of land, and/or developing detailed scope of work involving leasing, disposal, subdividing, abandonment and/or exchange of property.

ESSENTIAL DUTIES & RESPONSIBILITIES

1. Perform tribal trust realty functions which includes:

· Title Transfers – responsible for processing and overseeing land purchases, purchases at probate, land trades and gift deeds to ensure that all documents are in good order and properly recorded at the BIA’s Title Plant.

· Land Ownership – responsible for maintaining all land records, deeds, and ownership documentation of land titles, as well as a record of all owners of lands on tribal lands.

· Title Records. Processes requests for Title Status Reports (TSRs) and Individual Title Inventory (ITI) for individual owners of trust land, as well as any reports on tribal lands.

· Rights-of-Way – processes or assists in determining and defining rights-of-way and easements for Tribal members and Tribal departments as needed.

· Leases – coordinates the leasing of tribal lands using processes and procedures defined in 25 CFR or tribal laws/policies including land assignments, conveyances, deeds, and/or land/grazing leases.

· Fee-to-Trust – assist in processing the documents required to successfully transfer fee land owned by the Tribe or tribal members to the United States in trust for the Tribe or tribal members.

2. Deal with grazing, farming, and/or pasture lease contracts on 100% tribal owned land, land assignment applications from tribal members, and fee-to-trust applications.

3. Obtain data for and prepares all necessary legal documents for variety of land acquisitions, land assignments, deed preparation, and subdividing of allotted land.

4. Reviews all land applications and transactions for adequacy and accuracy of legal descriptions, allotment numbers and verifies with records at the Bureau of Indian Affairs.

5. Coordinate all needed Tribal land surveys and participate in the development of Tribal land use planning and development standards.

6. Prepare all documents pertaining to right of way or service line agreements affecting tribally held lands in accordance with applicable law; and follow all applicable acts/guidelines of NEPA.

7. Prepare and process all Tribal Land assignments documents in accordance with the duly enacted Tribal Assignment Ordinance.

8. Assist with Last Will & Testament preparation for tribal members and other individuals with interest in allotted land and work with tribal members on probate package preparation including land inventories and gathering heirship data necessary for Probate Proceedings.

9. Assists the Tribe in developing and implementing HEARTH Act policies for the Tribe regarding residential leasing and comprehensive leasing codes/ordinances.

10. Maintain realty files according to Bureau of Indian Affairs (BIA) standards

11. May enters data in to Trust Asset and Accounting Management Systems (TAAMS), runs certified/Non-Certified Title Status Reports (TSR) for client’s Residential Lease Documents in accordance with BIA guidelines.

12. Other job-related duties as assigned by the supervisor

QUALIFICATION REQUIREMENTS

1. High School diploma or GED or equivalent required.

2. Associate Degree in Natural Resources, Realty, or related field; and/or an equivalent combination of education and experience in a related field.

KNOWLEDGE, SKILLS & ABILITIES

· Knowledge of the policies and regulations governing the Bureau of Indian Affairs Realty Program and provisions relating to land under 25 CFR.

· Knowledge of Realty terminology, documents, land descriptions, and land transaction processes when dealing with Trust or Fee Status lands.

· Knowledge of the real estate principles and practices with the emphasis on the Federal and Tribal status of Indian lands, as well as State of Nevada State regulations when dealing with fee lands.

· Knowledge in reading and composing legal land descriptions.

· Knowledge in computing fractional land-ownership interests.

· Knowledge of English grammar, spelling and technical terminology.

· Knowledge of the Privacy Act as they relate to Indian lands and the ability maintain confidentiality regarding land leases, assignments, and other applicable information.

· Knowledge and experience of computer practices for obtaining and developing lease data and in using computer word-processing and data base programs.

· Skills in the use of judgment and tact in dealing with the public, landowners and Tribal Officials and be able to communicate effectively with the general public.

· Ability to follow instructions, plan, organize, prioritize work schedules, work productively, independently and do accurate, detailed work is required.

WORK ENVIRONMENT

The work environment is located in a general office setting, which would have appropriate lighting and heat, adequate ventilation and equipment necessary to the position. The physical demands described here are representative of those that must be met by an employee to successfully perform the primary functions of this job. While performing the duties of this job, the employee may be required to frequently stand, walk, sit, bend, twist, talk, hear and perform repetitive motions. There may be prolonged periods of sitting, keyboarding, and reading. The employee must occasionally lift and/or move up to 50 pounds. Talking and hearing are essential to communicate.
