SUMMARY

Under the supervision of the Human Resources Director, the Human Resources Specialist assists in the administration of human resources functions including benefits, payroll, employment/recruitment, orientation, training, employee relations, compensation and special projects. This position requires the ability to communicate effectively and professionally with all levels of management and staff.

DUTIES AND RESPONSIBILITIES

1. Responsible for the agency recruitment activities, including advertise open positions, attend job fairs, and conduct interviews of new personnel. Maintains agency recruitment data utilizing Automatic Data Processing (ADP) software.

2. Coordinates and processes fingerprinting as required for employee background check. Ensures ongoing maintenance of BCU records and compliance.

3. Processes bi-weekly payroll, reporting and analysis using ADP.

4. Performs duties in administration of employee benefit and retirement programs, including group health insurance, life insurance, medical and dental insurance, Workers’ Compensation insurance, retirement plan and elective employee benefits, including the employee cafeteria plan, 403(b) plan and AFLAC, in accordance with Federal and State regulations and agency plan provisions.

5. Provides communication regarding benefit plans to employees during new hire orientation, the annual open enrollment period and individual employee meetings.

6. Serves as liaison with employees and benefit plan representatives.

7. Schedules and coordinates annual benefit enrollment period for employees.

8. Conducts employee exit interviews and completes required documentation for agency separation.

9. Assists with FMLA and COBRA procedures and documentation.

10. Processes Workers’ Compensation claims and maintains compliance with Office of Workers’ Compensation Programs (OWCP), including compliance with employee education, accident reporting and analysis, post-accident contact schedule and return-to-work program.

11. Assists with development of employee training materials and conducting trainings.

12. Maintains and updates Relias, the agency’s electronic employee training program.

13. Submits required annual and periodic documentation and reporting, including but not limited to, OSHA 300, 300A report, Annual Survey of Occupational Illnesses, Vets 100 and 100a report and SourceAmerica Ability One reports.

14. Assists with special events, projects and assignments.

15. Attends required trainings and meetings.

16. Participates as member of agency Safety Committee.

17. Performs other duties as assigned.

MINIMUM EDUCATION AND EXPERIENCE

1. Bachelor’s degree in Human Resource Management, Business Administration or related field preferred OR four years related experience and/or training; OR equivalent combination of education and experience.

2. Two years of general office experience, preferred.

3. Two years of payroll processing, preferred.

4. Meets insurance criteria for operating agency and personal vehicles on agency business: 21 years old, licensed for 3 years and good driving record.

DESIRED SKILLS AND ABILITIES

Ability to work in a team environment. Ability to work independently while performing various personnel tasks. Strong analytical skills and organized. Effective oral and written communication skills. Proficiency with MS Office. Ability to work a flexible schedule as needed to meet program demands. Must have reliable transportation and maintain a good driving record.
