Job SummaryPerforms preventative maintenance and repairs on all City-owned equipment. Employee is responsible for following all shop procedures and safety rules. This facility is in operation 24 hours a day and this position may be assigned to any operating shift.
Job Functions
  • Maintains schedule P.M. Service on all equipment.
  • Diagnoses equipment malfunction to determine nature and extent of parts and repairs needed.
  • Serves as Quality Assurance Inspector for work performed by other mechanics.
  • Operates various mechanical and electronic equipment.
  • Changes all types of tires
  • Makes major and minor level repairs on Heavy Equipment, and all other City owned equipment with minimal supervision.
  • Diagnoses and make repairs on mechanical, electrical, brake and hydraulic problems.
  • Assumes additional responsibilities with minimal supervision.
  • Makes service calls for repairs of equipment in the field.
  • Performs other heavy-duty manual labor type work as assigned.
  • Must have adequate amount of personally owned tools to perform job, and purchase new tools to keep up to date with equipment acquired by City.
  • May be a mechanic’s helper to another mechanic on some jobs.
  • Drives truck to pick up and or deliver supplies, equipment, and items as assigned.
  • Keeps work area and shop clean.
PERSONAL WORK TRAITSThis position deals with many employees from most City Departments. This person must be able to communicate well with others. There are challenges associated with diagnosing operator complainants, and communicating them to mechanics and management for repair.
Education And Experience
  • High school diploma or G.E.D. equivalent.
  • ASE and EVT certifications are preferred for Elkhart Central Garage mechanics. We encourage all mechanics to obtain ASE Master Automotive and Truck certifications.
  • Must obtain at least Class B Commercial Driver’s License according to DOT regulations, before the end of probationary period. Time period maybe extended by the Fleet Manager.
  • All new hires, transfers, and bid awards for this position must have on file, or must obtain, a valid Department of Transportation physical exam card and the required drug and alcohol test (NIDA) as required by the U.S. Department of Transportation before they are allowed to work in this position.
Skills And Abilities
  • Ability to pass written mechanical tests, and has 2 years experience in mechanical field.
  • Ability to diagnose and repair a 12 volt and 24 volt starting and charging system.
  • Ability to diagnose and repair gasoline and diesel engines.
  • Ability to use computer scanner and other computer diagnostic equipment to access and repair electrical systems, electronic sensors, switches, and fuel systems in all City Equipment.
  • Ability to diagnose Air Conditioning problems and repair, and the use of Air-Conditioning tools and equipment including A/C Filling Station and A/C Recycling Station.
  • Ability to do major and minor repairs to engines, transmissions, and suspensions to all City Equipment.
  • Ability to do major and minor fabrication with an oxygen-acetylene torch and Mig welder.
  • Ability to work within 25% of time standards guidelines.
  • Ability to write work orders and charge out parts, and perform any other paperwork procedures required. Must be computer literate and have the ability to enter work orders and parts into our computerized Fleet program.
Physical, Mental, And Visual Skills
  • Solve practical problems, variety of variables with limited standardization, interpret instructions.
  • Arithmetic calculations involving fractions, decimals, percentages, and metric system.
  • Ability to write identifying information, and request supplies verbally or in writing.
  • Good vision with or without correction.
  • Exerting in excess of 100 lbs. of force occasionally.
  • Exerting in excess of 50 lbs. of force frequently.
  • Exerting in excess of 20 lbs. of force constantly.
  • Body agility and equilibrium is emphasized.
  • Position requires above normal lifting, stooping, kneeling, crouching, standing, walking, pushing, pulling, grasping, and use of legs, upper body, and back muscles.
WORKING CONDITIONS
  • Mechanic normally works inside areas that are relatively clean, but these areas are susceptible to noise, dirt oil, grease, gas fumes, diesel fumes and chemicals, that maybe hazardous.
  • Ability to work outside, sometimes in adverse weather.
  • Must be available for 24 hour, 365 day a year call-in for snow, and other weather conditions, or equipment problems deemed necessary by Fleet Manager or Crew Leaders.
Post Offer Testing Required
  • The City of Elkhart is a Drug Free Workplace. Therefore, successfully passing a post offer drug screen is required (random drug testing may be conducted after employment).
  • Background checks producing acceptable BMV and criminal history reports required.
