Shift Details: Full-time – 40 hours/week

Compensation: $85,000-$95,000 annual salary

Location: Hybrid; remote home office and traveling to housing properties, optional drop-in cube at Metro Office

About the job:

The Regional Property Manager is responsible for providing strategic leadership and management of the affordable housing portfolio, ensuring the delivery of high-quality housing services and resident support programs that prioritize the health and well-being of the community.

Essentials:

  • Ensure assigned portfolio meets all legal and regulatory standards, ongoing requirements, and deadlines.
  • Guide and direct property management teams to successfully meet individual property standards, ongoing requirements, and deadlines.
  • Continually assess and evaluate the assigned portfolio, identifying strengths, challenges and opportunities; collaborate with peers, and partner with property staff in refining actions to achieve the highest possible fiscal, operational, and personnel performance.
  • Maintain frequent and regular contact, including time on-site, with Property Management teams in assigned portfolio of properties.
  • Develop and maintain a system to proactively prepare for and ensure all required reports, inspections, audits and other compliance requirements are met.
  • Prepare various reports, maintain records, assist properties in budget preparation, and complete all tasks by deadline.
  • Maintain productive working relationships with VOA-National, 3rd party property owners, regulatory entities, vendors, advisory committees, affordable housing industry groups, Continuums of Care, and others, in order to meet portfolio and agency objectives.
  • Hire, train, evaluate, coach, and mentor staff, encouraging and supporting growth and development.
  • Demonstrate leadership in supporting VOAMN’s commitment to cultural competence and a whole person approach.
  • Conduct investigations as appropriate in support of Property Managers, including: office visits, site visits, phone calls or emails to all parties involved, calls or emails to police, other municipal authorities, insurance companies, etc. Document investigations and follow up with tenant(s) and other appropriate entities in a timely manner.
  • Act as Hearing Officer for applicant denials, lease terminations for cause, and grievance hearings.
  • Respond to emergencies on evenings and weekends as may be required to support management team at assigned properties. Maintains accessibility via VOA cell phone at all times.
  • Act as back-up for Property Managers as needed.
  • Monitor property budgets and financial statement across portfolio to ensure sound financial operations.
  • Participate in development of funding applications and new property management agreements.
  • Participate on internal and external committees as assigned.
  • Performs other related duties as assigned.
  • Maintain regular and consistent attendance.

Required Qualifications:

  • At least 5 years of experience in affordable housing property management as an Area or Regional Property Manager
  • At least 5 years of experience with housing management software and budgeting

Preferred Qualifications (must have at least 1):

  • Certified Occupancy Specialist, Assisted Multifamily Housing (or similar HUD certification)
  • Tax Credit Specialist, Housing Credit Certified Professional
  • Real Estate/Broker License
  • Proven ability in financial analysis, property budgeting and forecasting
